Here, Mr. Nguyen Van Ha (name changed, residing in Hanoi) driving the motorbike was stopped for inspection. However, this person continuously delayed by not blowing air into the measuring device even though he was guided many times by the traffic police officer.
I'm blowing, I'm out of breath" - Mr. Ha said. However, the parameters displayed on the measuring device show that this person has not performed the blowing operation.
Witnessing the incident, another violator also spoke up "If you have drunk alcohol and still drive, you have to endure it, just blow it into the engine, it's not difficult at all." It took about 10 minutes for Mr. Ha to comply with the inspection and the violation result was 0.296 mg/l of breath.
Also during the above inspection, Mr. Nguyen Van Hung (name changed, residing in Hanoi) drove a motorbike carrying his wife. When inspected, Mr. Hung continuously said he had high blood pressure so he could not drink alcohol. However, the measurement results showed that this person violated at 0.277mg/l of breath. After that, Mr. Hung admitted that he had just drunk alcohol at a death anniversary.
When the task force requested a signature to confirm the measurement results, this person continued to delay. At the same time, the wife called her relatives and then gave the phone to the traffic police officer, but the functional forces refused to accept it.

According to functional forces, the subjectivity and awareness of law compliance of a part of the population are the main reasons why alcohol concentration violations are still common. Many people, although aware of the regulation "if you have drunk alcohol, do not drive", still violate it for familiar reasons such as "house near, drive a little further" or "drinking but still sober".
The Traffic Police Department said that in the coming time, it will continue to promote propaganda, maintain inspection, and strictly handle acts that are direct causes of traffic accidents, especially violations of alcohol concentration and transport business vehicles.
