On the afternoon of April 20, Mr. Nguyen Thai Bao - Vice Chairman of Tan An Ward People's Committee (Can Tho City) informed that on April 14, Do Duy Construction Co., Ltd. had a report on the collection of sanitation fees from households in the ward.
Accordingly, Do Duy Construction Co., Ltd. has collected over-the-counter from 497 households with a total amount of nearly 144.7 million VND. The Company is committed to returning the entire amount of over-collected money to the people as soon as possible.
In working minutes No. 16 dated April 9, 2026 on the collection and transportation of domestic solid waste in Tan An ward, the Ward People's Committee said that Do Duy Construction Co., Ltd. has implemented fee collection in violation of regulations (collecting fees for 3 months, 6 months and even 12 months), violating the principle of monthly collection of Can Tho City People's Committee and according to the Notice of Tan An Ward People's Committee.
According to regulations, the Company is only allowed to collect sanitation fees for each month of January, February and March 2026. The Company needs to provide a list of households that the Company has collected in excess or exceeded the time to refund to the people.
For people's sanitation fee debts from January 2026 to March 2026, Do Duy Construction Co., Ltd. must make a detailed list and report to the Economic, Infrastructure and Urban Department of Tan An Ward for the People's Committee of Tan An Ward to direct areas to support toll collection.
Regarding the final settlement of the cost of collecting and transporting domestic solid waste in Tan An ward from January 1, 2026 - March 31, 2026 being delayed, it is because Do Duy Construction Co., Ltd. has not provided complete information in deducting service waste.
From there, the Ward People's Committee requested Do Duy Construction Co., Ltd. to provide complete contracts for collecting, transporting and treating service solid waste with units with waste generated over 300kg/day.
Also in the minutes, representatives of the Criminal Police Department for Corruption, Economic, Smuggling, and Environmental Crimes of Can Tho City Police expressed their opinion that the current fee collection of Do Duy Construction Co., Ltd. recently is not in accordance with current regulations, and is one of the violations of appropriating people's property. Therefore, it is requested that Do Duy Construction Co., Ltd. quickly rectify it.
