Information from the Office of Cao Bang Provincial People's Committee, in the first 6 months of 2026, Cao Bang province has reduced the time limit for resolving 291 administrative procedures related to production and business activities in order to improve the investment environment.
However, the large number of overdue land dossiers and the inadequacies of the online public service system are still affecting the efficiency of processing procedures for people and businesses.
According to the report of Cao Bang Provincial People's Committee on administrative procedure control in the first 6 months of 2026, the whole province currently has 2,071 administrative procedures under its jurisdiction, including 1,728 provincial-level procedures and 343 commune-level procedures.
At the same time, the province issued 159 decisions announcing the list of administrative procedures with a total of 2,016 procedures announced, including 378 new procedures, 1,194 procedures amended and supplemented, and 444 procedures abolished.
The one-stop mechanism continues to be maintained at 59 reception points with 306 officials, civil servants, and public employees working full-time.
The entire 2,071 administrative procedures are carried out regardless of administrative boundaries within the entire province, creating convenience for people when carrying out procedures.
In the first 6 months of the year, agencies in the province received 107,164 dossiers, of which 79,595 dossiers were made online, accounting for about 74%. 92,775 dossiers have been resolved, most of which were processed ahead of schedule and on time.
However, the land sector is still a bottleneck in administrative reform. The report shows that there are currently 9,361 overdue dossiers, accounting for a large proportion of the dossiers being processed.
According to the Provincial People's Committee, the main reason stems from the large volume of arising land dossiers, complex nature, requiring field inspection and taking opinions from many specialized agencies.

Meanwhile, human resources at the Land Registration Office and branches are still lacking, and the coordination between relevant units is not really synchronized, so the progress of resolution is affected.
According to reports, the online payment system also has errors when requiring payment accounts to coincide with application accounts.
The time to switch to the payment gateway in some cases lasts about 20 minutes, even leading to the situation that the account has been deducted money but the system does not record successful transactions.
Currently, the new system supports payment by QR code, not fully integrating forms such as bank cards or e-wallets.
In addition, the National Database on Administrative Procedures does not fully display procedures, does not support localities in announcing and updating lists according to regulations, causing many stages to still have to be carried out manually.
Some interconnected administrative procedures have not been configured on the system, leading to inaccurate statistics.
In the last 6 months of 2026, Cao Bang Provincial People's Committee determined to focus on removing the situation of backlog of land dossiers through reviewing and supplementing human resources, strengthening inspection of the progress of settlement and strictly implementing regulations on apologies, and postponing the time to return results for overdue dossiers.
At the same time, the province will continue to coordinate with ministries, branches and system management agencies to overcome technical errors of the National Public Service Portal, and complete data synchronization.
