According to the report of the Standing Office of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Quang Ninh province, as of September 9, there were 9 deaths in the area, including 1 in Cam Pha and 8 in Ha Long. This number is still being updated by the forces and localities.
According to the report of Quang Ninh Department of Health, the total number of patients examined and treated at medical facilities due to the storm is 1,153 patients.
Regarding the number of missing people, currently, authorities are actively searching and organizing rescue work.
Strong winds caused widespread power outages, followed by water outages due to power outages, and communications were interrupted from 2:00 p.m. on September 6, 2024. The telecommunications network was almost paralyzed and has not been restored yet, causing difficulties for direct leadership and management, at times being completely interrupted; some localities lost communications for a long time (Binh Lieu, Quang Yen...).
Property damage caused by storm No. 3 was huge, including large projects such as museums, planning palaces...
According to preliminary statistics from localities, 20,245 houses had their roofs blown off; 21 water transport vehicles, 23 tourist boats, 41 fishing boats of all kinds sank or drifted; over 2,402 aquaculture facilities were damaged; 1,273 hectares of rice and crops were flooded and affected; 17,223 hectares of planted forests were affected in 8 localities (other localities are continuing to review and compile statistics);
1,403 electric poles, about 70% of urban trees were broken (concentrated in large cities such as Ha Long, Cam Pha, Quang Yen), 2 power stations, 3 telecommunication stations and many transmission towers were damaged.
Many high-rise buildings, office buildings, and schools were damaged (mainly roofs were blown off and glass was broken); a large number of billboards, advertising poles, etc. were broken (no specific statistics yet). Infrastructure of coastal industrial parks in Quang Yen town was damaged over a large area.
Medical facilities in the province suffered major damage to their facilities (broken glass doors of departments, blown-off roofs, many trees and fences fell). Up to now, according to the preliminary summary of the Department of Health, the damage to provincial medical facilities is very severe, and is continuing to be reviewed, updated and counted.
Regarding traffic, some locations have flooded roads, landslides, broken and damaged signs and lighting systems; the transport sector is continuing to count the damage.
Regarding telecommunications, from 12:00 on September 7, 2024, BTS stations were damaged, fiber optic cables were broken, leading to loss of information and communication throughout the province (Viettel, Mobifone completely lost connection), Vinaphone maintained operations in 11/13 district/town/city centers, with about 50% coverage remaining in residential areas.
Due to heavy rains affected by the post-storm circulation, from the evening of September 7 to the morning of September 8, 2024, some localities in the West experienced localized heavy rains (in the Ben Chau - Dong Trieu area, the measured rainfall was 328mm), causing localized flooding in the Uong Bi and Dong Trieu areas. On the morning of September 8, 2024, the Uong Bi and Dong Trieu localities had to reinforce local dykes to prevent overflow.
On the morning of September 9, 2024, floods rose in Binh Lieu and Tien Yen, and the earth dam of Ha Thanh spillway, Dong Hai commune, Tien Yen district, broke, causing flooding in 4 villages and hamlets in Tien Yen district.
Currently, the locality does not have exact figures on the damage caused by the widespread impact of the storm. Localities are focusing on search and rescue work and responding to heavy rain after the storm; in addition, due to widespread power outages and disrupted communications, it is very difficult to search and report.
