The Hanoi People's Committee has just issued a key plan on implementing waste prevention and control measures in 2025 and the following years of Hanoi.
Accordingly, the plan aims to continue to thoroughly grasp and seriously and effectively implement the provisions of the Law on Practicing Thrift and Combating Wastefulness, the directives and resolutions of the Politburo on "strengthening the Party's leadership in practicing thrift and combating waste".
With the goal of preventing and combating corruption, waste and negativity in the entire political system of the Capital to unlock resources, create a flow of socio-economic development, and promote the effectiveness of the Steering Committee for Waste Prevention and Control of the City People's Committee.
Determine key tasks on implementing waste prevention and control measures to focus on fundamental solutions to implement in 3 areas: Public investment, land use management and public asset management. The tasks must be assigned to each agency, clear to people, clear to work, clear to implementation time, in which the responsibility of the head in directing the implementation must be promoted, ensuring the completion of tasks with the highest political determination.
The key tasks focused on in 2025 include 4 groups of tasks on public finance, public investment; on land management and projects using land; on public asset management; on other tasks.
Regarding public finance and public investment, the Department of Finance focuses on solving difficulties and removing obstacles for 109 difficult and behind- schedule public investment projects, especially focusing on projects that have been backlogged and have been suspended for a long time, to be implemented in 2025. Review and thoroughly handle the implementation of the BT Project that is still under construction, ensure strict procedures, and soon complete the project in 2025.
Conduct a comprehensive assessment of public investment in the period of 2021-2025; develop a medium-term public investment plan for 2026-2030 in the spirit of focusing on completing projects behind schedule, difficulties, and obstacles.
At the same time, shorten the implementation time for newly approved projects, only invest in new truly urgent projects to prioritize key projects, creating development connection space such as: Urban railway; bridges across rivers; belt roads; belt routes, cross-ID axes, environmental treatment projects.
The Hanoi People's Committee assigned the Hanoi Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches and People's Committees of districts, towns and cities to continue synthesizing and updating projects with slow land use in the first and second quarters of 2025.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment and the People's Committees of districts, towns and cities to conduct classification on the formation and implementation process for each project; conduct a comprehensive assessment of investment projects using land in the period from 2008 to present.
On that basis, propose specific handling measures for each classified group, focusing on 712 projects and 117 projects that are behind schedule and slow to be implemented by the People's Committees at the district level to propose handling and implementation in the second and third quarters of 2025.
The Department of Agriculture and Environment focuses on implementing and continuing to accelerate the implementation of the investment project to build a comprehensive cadastral records system and land management database of the city, to be implemented in 2025.
The Hanoi People's Committee assigned departments, branches, sectors, units under the city and People's Committees of districts, towns and cities to urgently implement this plan, including regular tasks and key tasks for implementation in 2025.
