On September 16, at the press conference of An Giang province, representatives of the An Giang Provincial Department of Home Affairs informed about the situation related to reviewing resignation according to regime 178.
Specifically, Mr. Ngo Tran Nguyen - Head of the Department of Civil Servants and Public Employees of the An Giang Provincial Department of Home Affairs said that through reviewing the implementation of the policy of early retirement and immediate resignation according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP under the An Giang Provincial People's Committee, the total number of dossiers requested by agencies, units, and localities under the Provincial People's Committee is 3,800 dossiers of cadres, civil servants, public employees and employees requesting resolution.
The appraisal results showed that 3,263 cases were for the right subjects, with a resolution rate of 85.84%. The remaining cases have not been considered for resolution because: they are not subject to direct impact from the implementation of organizational structure arrangement; they are in the inspection and examination phase due to signs of violations.
Mr. Nguyen said that the inspection results showed that there were 3,263/3,263 cases that matched the subjects according to the provisions of Decree 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
Regarding funding, through inspection, there were 35 cases of surplus funding and 26 cases of shortage of funding according to regulations. 35 cases of surplus funding of more than 1 billion VND and 26 cases of shortage of funding also about 1 billion VND. For 35 cases of surplus funding, it has been overcome in Decision No. 3903/QD-UBND dated August 18, 2026 of An Giang Provincial People's Committee.
For 26 cases of short fund allocation, the Department of Finance has advised the Provincial People's Committee to have Document No. 597/UBND-KT sent to the Ministry of Finance to request guidance on the implementation of payment of short fund allocation according to regulations. Because the payment has ended, the following cases no longer have a legal basis to resolve according to the old expenditure framework.
