The Ministry of Agriculture and Environment has just issued a telegram on responding to the tropical depression near the East Sea that is likely to strengthen into a storm.

The dispatch sent to the People's Committees of provinces and cities in the Northern and coastal regions from Quang Ninh to Dak Lak and relevant ministries and branches stated: Recently, many large-scale heavy rains have caused flooding, flash floods, and landslides, causing great damage to people and property in the Northern region; a number of dike incidents have occurred and continue to pose a high risk of causing flood safety in the dike system; reservoirs in the Red River basin are at high levels and currently have to operate open discharge gates to gradually bring them back to the flood water level according to regulations.

At 7:00 a.m. on July 17, the center of the tropical depression was at about 15.0 degrees North latitude; 127.4 degrees East longitude, in the sea east of the Philippines, the strongest wind near the center of the tropical depression was at level 7, gusting to level 9; it is forecasted that in the next 24 hours, the tropical depression will move in a West-Northwest direction at a speed of about 15-20km/h and is likely to strengthen into a storm; from 20-25.7, there is a possibility of widespread heavy rain in the Northern region.

To proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm and widespread heavy floods, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities; ministries and branches, based on assigned tasks and scope, and affected subjects of natural disasters, to direct the implementation:

Closely monitor the development of the tropical depression; strictly manage vehicles going out to sea; notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the tropical depression to proactively avoid, escape or not move into dangerous areas. Dangerous area in the next 48 hours: From 16.5-21.0 degrees North latitude, 117.0-120.0 degrees East longitude (dangerous area adjusted in forecast bulletins).

Review and implement measures to ensure safety for bridges and ports; tourism, aquaculture, fishing at sea, river mouths, and along the coast.

Prepare measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grid and telecommunications systems; protect agricultural production; prevent flooding in urban areas and industrial parks.

Urgently complete the repair and overcoming of incidents and damages to dike works that have occurred in the recent past; inspect and review all dike works and dike protection plans in the area; prepare human resources, materials, means, and equipment to proactively deploy when incidents and situations occur according to the "4 on-site" motto.

Check and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small, vulnerable reservoirs under construction; be ready to operate, regulate and handle situations.

Review and prepare plans to evacuate people from dangerous areas; commune-level authorities direct relevant forces to notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety.

Prepare forces and means for rescue when required.

Vietnam Television, Voice of Vietnam, Vietnam News Agency, coastal information station system and mass media agencies from central to local levels increase information on the developments of tropical depressions to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.

Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions that may strengthen into storms and widespread heavy rains.
