The official dispatch sent to the Office of the President stated that, based on relevant legal regulations on the management and use of initial health care funds for the elderly at their place of residence; longevity wishes, longevity celebrations, credit incentives and commendation and rewards for the elderly; According to the proposal of the Department of Health on December 25, 2025, the People's Committee of Bac Ninh province reported the list of 100-year-old elderly people in Bac Ninh province to print birthday cards for 2026.
According to the updated list as of December 29, 2025, there are 235 elderly people over 100 years old in Bac Ninh province.
According to the Law on the Elderly, people aged 100 are wished longevity and given gifts by the President; people aged 90 are wished longevity and given gifts by the Chairmen of the People's Committees of provinces and centrally-run cities.
In addition, the People's Committees of communes, wards, and towns coordinate with the local Elderly Association and the families of the elderly to organize longevity celebrations for elderly people aged 70, 75, 80, 85, 90, 95 and 100 years old and older.
The longevity celebration for the elderly can be held on Vietnam Elderly Day (June 6th every year); International Elderly Day (October 1st every year); Lunar New Year or elderly people's birthdays.
Based on Clause 2, Article 3 of Circular 96/2018/TT-BTC stipulating the level of longevity gifts for the elderly as follows:
The President wished longevity to the 100-year-old and presented gifts including 5 meters of silk fabric and 700,000 VND in cash.
Elderly people aged 90 years are wished longevity and presented with gifts including items worth 150,000 VND and 500,000 VND in cash by the Chairman of the People's Committee of provinces and centrally-run cities.
The above expenditure level is the minimum level. Based on the local budget balance capacity and the actual situation, the People's Councils of provinces and centrally-run cities may consider and decide on expenditure levels higher than the levels specified in Circular 96/2018/TT-BTC.
At the same time, consider and decide according to their authority the level of gifts for the elderly aged 70, 75, 80, 85, 95 years old and over 100 years old based on the proposal of the Provincial People's Committee.
