The People's Committee of Bac Ninh province has just issued a document on the completion of the Steering Committee for reviewing and resolving difficulties and problems in the implementation of investment projects under the form of Construction - Transfer (BT) contracts.
Accordingly, based on the Decision dated February 17, 2023 of the People's Committee of Bac Ninh province on the establishment of a Steering Committee to review and resolve difficulties and problems in the implementation of investment projects under the form of BT contracts in the province;
The Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to review and advise the entire Steering Committee to review and resolve difficulties and problems in the implementation of investment projects under the form of BT contracts in the province; advise and assign tasks to members of the Steering Committee; synthesize and report to the Provincial People's Committee on March 25, 2025.
According to the reporter's investigation, a number of BT projects in Bac Ninh province are facing difficulties and problems in site clearance; location of adjacent land; determination of land prices; payment and settlement of works; amount of money paid to the State budget...
A typical example is the DT.295B project (phase 2) from Le Thai To street (Bac Ninh city) to Dong Ngan ward (Tu Son city) under the form of a BT contract. The project investor is Nam Hong Company.
Phase 1, the section through Tu Son city (km 153+840 to km 156+650), with a total investment of more than 342 billion VND, started in November 2009. The implementation period is from November 29, 2009 - December 31, 2018 (9 years).
At this stage, the investor has completed the project and accepted it for use since December 2018. However, the investor has not yet completed the project settlement documents because the cost of site clearance has not been settled.
Phase 2, the section from Le Thai To Street (Bac Ninh City) to Dong Ngan Ward (Tu Son City), with a total investment of nearly 1,224 billion VND, started construction in April 2011. The implementation period is from April 27, 2011 to December 31, 2020.
In phase 2, the investor has completed the sections that have been handed over and accepted for use since December 2017, but there are still problems with the site clearance of the sections through Lim street (Tien Du district) and Vieng street (Tu Son city) because many households have not received compensation.
