Bac Ninh Provincial People's Council has just issued Resolution No. 56/NQ-HĐND deciding on the investment policy of the Project to upgrade and expand DT. 398 route, the section from Xuan Cam bridge to Hanoi - Bac Giang expressway, with a total estimated investment of more than 5,524 billion VND, contributing to completing transport infrastructure, strengthening inter-regional connectivity and creating motivation for socio-economic development of the province.
According to the Resolution, the project has a length of about 19.985km, starting point at Km1+000 (start of Xuan Cam bridge on the left Cau dike side) belonging to Xuan Cam commune; ending point at Km20+985 (N141 intersection according to Viet Yen General Urban Plan), belonging to Nenh ward. The construction land area in the project is about 66.97ha.
The road is invested with a roadbed scale of 60m wide; main road surface 22.5m wide; service roads on both sides 21m wide; median strip 2m wide, median strip 2m wide and sidewalks on both sides 12.5m wide.
The project invests in expanding two bridge projects including: Hanoi - Dong Dang railway overpass, about 204.3m long, and DT. 295B overpass, about 174.5m long, both are expanded to ensure a bridge deck scale of 25.5m. Along with that, renovate the section from N141 intersection to Hanoi - Bac Giang expressway service road to enhance regional traffic connectivity. The intersections on the expanded investment route are in accordance with the technical standards of the route, in accordance with the plan.
Investment items include synchronous construction of foundations, road surfaces, bridges, drainage systems, lighting, traffic safety, technical tunnels and technical infrastructure works according to the approved urban plan.
The project belongs to group A, with a total estimated investment of more than 5,524 billion VND from the provincial budget in the period 2026 - 2030 and 2031 - 2035, ensuring according to the principles and priority order stipulated by the Law on Public Investment.
According to the plan, the project is prepared for investment in 2026, implemented from 2027 - 2031, contributing to completing transport infrastructure, improving regional connectivity capacity, creating motivation for urban, industrial and socio-economic development of Bac Ninh province in the coming period.
