Accordingly, on September 29, 2025, Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh held a conference to study how to determine communes to become wards.
Attending the meeting were representatives of leaders of Departments and agencies: Provincial People's Committee Office, Construction, and Home Affairs.
After listening to the contributions of the units, Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh concluded as follows:
Assign the Department of Home Affairs to preside over and coordinate with the Department of Construction and the People's Committees of communes to proactively review and evaluate communes with criteria for approaching the ward; advise the Chairman of the Provincial People's Committee on the contents of work to be carried out (clear work, clear management agency, clear completion time) to ensure timely completion of documents and procedures to submit to competent authorities for approval in accordance with the provisions of law as soon as the National Assembly Standing Committee issues a Resolution on administrative unit standards and a Resolution on urban classification.
After the arrangement and merger, Bac Ninh province has 99 commune-level administrative units, including 66 communes and 33 wards, with a natural area of 4,718.6 km2; population of 3,619,433 people.
This locality aims to become a centrally-governed city by early 2028.
