The Ministry of Justice has just announced documents for the meeting to appraise the draft Decree regulating the Exemplary Working Regulations of the People's Committees at the provincial and commune levels. The draft Decree was drafted by the Ministry of Home Affairs.
In the draft Decree, the Ministry of Home Affairs assigned Article 5 to stipulate the responsibilities and scope of work settlement of the Chairman of the People's Committee at the commune level.
One of the notable contents in this article is the proposal on how to resolve the work of the Chairman of the People's Committee at the commune level.
Accordingly, the Chairman of the People's Committee at the commune level summoned, chaired and decided on issues to be discussed at the meeting of the People's Committee at the commune level;
Mobilize and consult professional opinions from superior agencies, unions and organizations to advise and help the Chairman of the People's Committee at the commune level solve important work of interdisciplinary nature;
Directly direct the resolution of important and urgent issues, complex, inter-sectoral issues related to many fields, agencies, and units in the area;
Assign a Vice Chairman of the People's Committee at the commune level to manage the work of the People's Committee at the commune level when the Chairman of the People's Committee at the commune level is absent.
When a Vice Chairman of a Commune People's Committee is absent, the Chairman of the Commune People's Committee directly resolves or assigns another Vice Chairman of the Commune People's Committee to handle the work of replacing the Vice Chairman of the Commune People's Committee when absent.
The Chief of the Commune-level Office promptly notifies the assigned contents and work settlement results to the Chairman of the Commune-level People's Committee and Vice Chairman of the Commune-level People's Committee who are absent;
Authorize the head of a professional agency, other administrative organization, or public service unit under a commune-level People's Committee to perform one or a number of tasks and powers assigned to him/her according to the provisions of law within a period of determination, except in cases where the law stipulates that he/she is not authorized;
On behalf of the People's Committee at the commune level, sign documents under the authority of the People's Committee at the commune level or assign the Vice Chairman of the People's Committee at the commune level to sign documents of the People's Committee at the commune level, the Chairman of the People's Committee at the commune level within the scope of the assigned fields and tasks to the Vice Chairman of the People's Committee at the commune level; issue directives and management documents to perform tasks and powers according to regulations;
Meeting and working with Vice Chairmen of People's Committees at the same level, leaders of other specialized agencies and administrative organizations under their People's Committees and other relevant agencies to resolve the work;
Notably, in addition to the above methods, the Chairman of the People's Committee at the commune level resolves work through the following forms: Going on business trips; checking and urging the implementation of mechanisms, policies, and laws; explaining and answering questions from People's Council delegates; answering voters' recommendations; holding press conferences and directing the handling of press information; receiving citizens; receiving domestic and foreign guests; other methods according to the law.
