Accordingly, on July 10, 2025, the People's Committee of Bac Ninh province received a document from Bac Trung Nam Construction Investment Joint Stock Company JSC on handling administrative violations.
After consideration, the Chairman of the People's Committee of Bac Ninh province directed:
Department of Agriculture and Environment: Receive the handling documents of violations carried out by the People's Committee of Yen The district before July 1, 2025 for Bac Trung Nam Construction Investment Joint Stock Company JSC in mineral exploitation activities (sand, gravel) in Dong Tam commune and Dong Ky commune, Yen The district, Bac Giang province (now Yen The commune and Dong Ky commune, Bac Ninh province).
At the same time, preside over and coordinate with the Department of Justice, relevant agencies and units to inspect, review the above documents and handle violations according to authority, in accordance with the provisions of law or report and propose to competent authorities to consider and handle if it exceeds their authority.
Yen The Commune People's Committee: Hand over the violation handling file to the Department of Agriculture and Environment before 4:30 p.m. on July 17, 2025 and continue to coordinate with this agency to implement the above assigned content.
Bo Ha Commune People's Committee: Organize an inspection and report to the Chairman of the Provincial People's Committee (through the Provincial People's Committee Office before 11:30 a.m. on July 17, 2025) about some people in Xuan Lan village preventing and not allowing vehicles of North-South Nam Construction Investment Joint Stock Company JSC to transport sand that has been exploited and gathered at the storage facility for consumption; at the same time, direct the Bo Ha Commune Police to implement measures to ensure security and order in the locality according to regulations.
According to the investigation, North-South Construction Investment Joint Stock Company JSC is headquartered in Binh Xuyen commune (Phu Tho province).
Previously, on April 13, 2022, Yen The District Police, Bac Giang Province (old) coordinated with the District Department of Natural Resources and Environment to conduct an inspection of dredging activities on the Soi Riverbed, the section passing through Tan Soi and Tan Ky villages (in the same commune of Dong Tam).
At that time, North-South Construction Investment Joint Stock Company JSC was illegally digging and taking land (without a license from a competent authority).
Based on the administrative violation record, the Chairman of Yen The District People's Committee decided to fine Bac Trung Nam Construction Investment Joint Stock Company JSC 90 million VND for illegal mineral exploitation.
North-South Construction Investment Joint Stock Company JSC must pay 490 million VND, equivalent to the value of the means of illegal use for administrative violations; return nearly 18 million VND in the value of the exhibits being minerals obtained from administrative violations; force the implementation of environmental improvement and restoration solutions.
In early 2025, some press agencies reported on the situation of North-South JSC Construction Investment Joint Stock Company arbitrarily collecting land, expanding the exploitation of river sand and gravel; exploiting and causing landslides on the bank at the Soi River (Yen The).
On January 4, 2025, the Department of Natural Resources and Environment coordinated with the District Police, the Department of Natural Resources and Environment of the old Yen The district and the People's Committees of the communes and towns: Tan Soi, Dong Tam, Dong Ky, Bo Ha (where the above Company implemented the project) to organize an inspection and review the contents of the reflection.
During the verification process, the specialized agency concluded that the content of the press agencies reflecting that North-South Construction Investment Joint Stock Company JSC exploited sand and gravel causing landslides on river banks and beaches; gathering sand and gravel without permission was well-founded.
After that, the Chairman of the People's Committee of Bac Giang province (old) issued a document requesting Bac Trung Nam Construction Investment Joint Stock Company JSC to temporarily suspend the exploitation of minerals (sand, gravel) in the So River in the areas of Dong Tam, Dong Ky, Tan Soi communes, Bo Ha town, Yen The district and Hop Duc commune, Tan Yen district according to mineral exploitation license No. 148/QD-UBND dated February 7, 2024 of the Provincial People's Committee.
