Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan has just signed a Decision approving the content of the 2025 asset and income verification plan for 8 agencies, units and localities including: Department of Justice, Department of Culture - Sports and Tourism, Department of Industry and Trade, Department of Education and Training, People's Committee of Tien Du district, People's Committee of Luong Tai district, Bac Ninh Medical College and Urban Development Management Board.
According to the Decision, the Chief Inspector of Bac Ninh province is responsible for issuing a plan to verify assets and income in 2025; relevant departments, branches, localities and units are responsible for coordinating with the Provincial Inspectorate to implement according to regulations.
Clause 5, Article 3 of Decree 130/2020/ND-CP stipulates that the verification of assets and income is the inspection and clarification of the content of the declaration and review, assessment and conclusion of the Asset and Income Control Agency according to the procedures prescribed in the Law on Anti-Corruption and this Decree on the honesty, completeness and clarity of the declaration and the honesty in explaining the origin of assets and additional income.
Thus, asset and income verification is understood as verification of the content of asset declaration, origin of assets and additional income of the selected verified subjects.
Clause 1, Article 41 of the 2018 Law on Anti-Corruption stipulates the basis for verifying assets and income. Accordingly, the asset and income control agency verifies assets and income when having one of the following grounds:
There are clear signs of dishonest declaration of assets and income;
There are increases in assets and income from VND 300,000,000 or more compared to previously declared assets and income, but the person with the obligation to declare does not have a reasonable explanation of the origin;
Having reported dishonest declaration of assets and income and meeting the conditions for acceptance according to the provisions of the Law on Complaints;
Belonging to the case of verification according to the annual asset and income verification plan for people with declaration obligations selected randomly;
There are requests or recommendations from competent agencies, organizations, units and individuals as prescribed in Article 42 of this Law.
