At the press conference of the second quarter on July 2, a representative of the Bidding Management Department (Ministry of Finance) said that they will coordinate with relevant units to review the entire content of the direction of Deputy Prime Minister Tran Hong Ha on the bidding results of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.
In response to the question about the regulations that need to be adjusted to ensure transparency in contractor selection, the Deputy Director of the Department of Bidding Management affirmed that the amended Bidding Law has been effective since July 1 with many new regulations to prevent negativity and avoid the phenomenon of "blue and red teams".
Accordingly, the Ministry of Finance is developing guiding documents under the law, focusing on strong decentralization for investors, while simplifying administrative processes and procedures. In particular, we design a mechanism for direct and regular supervision by competent authorities to enhance publicity and transparency in contractor selection, emphasized the leader of the Bidding Management Department.
Regarding the case of Son Hai Group being eliminated from the bidding package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project (the section passing through the old Binh Phuoc province, now Dong Nai), a representative of the Bidding Management Department said that they are coordinating with the Ministry of Construction and the People's Committee of Dong Nai province to review according to the direction of Deputy Prime Minister Tran Hong Ha. After a full review, the Ministry will have a detailed report, he said.
At the press conference, Deputy Minister of Finance Nguyen Duc Chi affirmed: The Ministry of Finance fully absorbs the direction of the Deputy Prime Minister. The Ministry will conduct an inspection and report in accordance with regulations, ensuring requirements on progress and content".
Previously, the Government Office conveyed the direction of Deputy Prime Minister Tran Hong Ha, requesting the Ministry of Finance to preside over the inspection of the bidding results of the above package. After announcing the results of the contractor selection, Son Hai Group, one of the four participating units, submitted a proposal for review.
However, the report dated June 19 of the Ministry of Finance was assessed as behind schedule, the content did not meet the requirements. The Deputy Prime Minister said that the report did not properly demonstrate the role and responsibility of state management agencies in bidding.
Accordingly, the Ministry of Finance only tests the practice certificates of the bidding expert team without comprehensively assessing the capacity, experience, and number of experts as required.
