Accordingly, considering the proposal of Cam Ly Commune People's Committee in the document and submission dated December 24, 2025 on proposing administrative sanctions against An Khanh - Bac Giang Thermal Power Joint Stock Company;
The Chairman of Bac Ninh Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with the Department of Justice and relevant agencies and units to inspect and review dossiers (affirming that they have been ensured in accordance with the provisions of law, in terms of form, authority, determination of violations, application of penalty terms, remedial measures,...); advise, propose, and report to the Chairman of the Provincial People's Committee before January 1, 2026.
An Khanh - Bac Giang Thermal Power Joint Stock Company is the investor of the An Khanh - Bac Giang Thermal Power Plant Project.
The project is located in Vu Xa commune, Luc Nam district, Bac Giang province (now Cam Ly commune, Bac Ninh province), is a group A project, grade I industrial works.
The project was approved with a total investment of more than 23,601 billion VND, invested in the form of IPP (independent power project, not using state budget capital, mainly using private capital) using equity, commercial loans and other mobilized sources.
The project implementation time (completion and commercial power generation) is in 2023 and is extended to December 2025 according to decisions of the People's Committee of Bac Giang province (old).
Recently, the Government Inspectorate issued inspection conclusions on difficult and problematic projects under the management of the Ministry of Industry and Trade. In which, the conclusion clearly pointed out many violations at the An Khanh - Bac Giang Thermal Power Plant project.
