Accordingly, recently, in some localities, there has been a situation of " document brokers" to carry out administrative procedures (TTHC) at the Public Administration Service Centers at the provincial and commune levels.
This situation causes negative problems in society, causing difficulties for people (especially vulnerable groups such as people in remote areas, the elderly) and affecting the socio-economic development situation. The activities of "popular brokers" affect the image of State agencies.
Faced with this situation, the Chairman of the People's Committee of Bac Ninh province requested departments, agencies, units under the Provincial People's Committee, central agencies and enterprises in the province (with administrative procedures at the Public Administration Service Centers at all levels), People's Committees of communes and wards (commune level) to thoroughly grasp and seriously implement Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.
Cadres assigned to work at the One-Stop Department must have at least 2 years of experience working in a professional field, have good moral qualities, have no history of disciplinary violations, and not be reported for acts that cause difficulties for organizations and individuals. Requirements for communication attitude and behavioral culture are also strictly set out.
All civil servants, public employees and employees must sign a commitment to absolutely not assist, create conditions, do not condone or be involved in any form of " document brokerage".
It is not allowed to request additional administrative procedures and documents outside of regulations, especially the requirement to have a VNeID when submitting the application directly and the requirement to confirm or commit to the coincidence of information about the new administrative area with old information according to documents issued by state agencies.
If civil servants are found to be brokers, receiving bribes or causing trouble for people to find "brokers", the Public Administration Service Center will propose to stop sending officials and transfer the file to the competent authorities for handling. At the same time, it is proposed to consider the responsibility of the head of the agency sending the staff.
Every 3 months at least, agencies and units need to review and evaluate the staff working at the One-Stop Departments, especially in sensitive areas such as: Land, construction, business registration, healthcare, etc.
Closely coordinate with the Public Administration Service Center to prevent brokers from implementing administrative procedures, impersonating officials, and luring people in the area where the application is received. This is the main cause of harassment, causing trouble, increasing costs beyond regulations and causing people to lose confidence in State agencies.
The Provincial Police ensure security and order, proactively prevent violations of urban order, especially preventing and handling acts of illegal use of roadways, encroachment on sidewalks and traffic safety corridors to sell water, park vehicles, and provide " document brokering" services around the area where the Provincial Police Department receives and returns results, the Provincial and Commune-level Public Administration Service Centers.
Implement well the work of grasping the situation, making a list of subjects who regularly have " document brokerage" activities, the number of cadres, civil servants, and public employees showing signs of harassment, negativity, etc. to strictly handle.
