Enforcement of Ring Road 2.5: Deadline for handling cases of not handing over land

Hanoi - It is expected that from January 25th, land recovery will be enforced for cases of not handing over land for Ring Road 2.5 construction.

Ring Road 2.5 is a key traffic project, playing a "backbone" role in connecting and reducing traffic pressure for the western part of the Capital.

In Cau Giay ward, site clearance (GPMB) is entering its peak period with the synchronous involvement of the entire political system to remove the final "bottleneck" and determined to complete the task on schedule.

According to the progress report to date, the project to build the road connecting Cau Giay street to Dich Vong new urban area (section 2) has achieved impressive figures. With a total area to be cleared of 21,459.7m2, the area handed over to date has reached more than 12,760m2, equivalent to nearly 60% of the workload.

Along with that, functional agencies have approved 338 compensation, support and resettlement plans with a total value of more than 837 billion VND.

In which, 265 plans have received money and many households have proactively handed over land for the construction unit to dismantle and clear construction waste on the entire route.

A noteworthy point is the consensus of 78 households when actively receiving financial support to find new accommodation themselves, contributing to reducing pressure on the city's resettlement housing fund.

Regarding recommendations on compensation unit prices and aspirations to supplement resettlement apartments due to natural population generation (children getting married), the Ward People's Committee has issued a document reporting to the City People's Committee and the Department of Construction for consideration and settlement according to regulations, ensuring legitimate rights and living conditions for people.

According to leaders of Cau Giay ward, to ensure discipline and progress, Cau Giay Ward People's Committee has established a Site Clearance Steering Committee and working groups to directly go to the area to mobilize and explain policies.

For cases of intentionally not complying even though they have been mobilized and persuaded, the ward is determined to complete the dossier for coercive land recovery.

Before the above information, many households living in the site clearance area urgently cleaned up their houses and belongings to leave.

Records in alley 165 Cau Giay show that many household items and belongings were left scattered in the middle of the walkway. Many houses have been cleaned up, the doors are locked, no one lives anymore, just waiting for the day to dismantle.

Mr. Hoa - a resident living in the area - said that his family has signed a commitment to hand over the land and participated in drawing lots for the resettlement apartment location. Currently, his family's resettlement apartment has been clearly identified with the house number and usable area.

However, explaining that he could not move out early, Mr. Hoa said: "The resettlement building located on Duy Tan street is still incomplete, so my family cannot move in. I hope the government will soon arrange suitable temporary accommodation, ensuring sufficient material conditions for people to stabilize their lives.

According to the leader of Cau Giay ward, currently, the ward is setting a target to complete the approval of adjustment and supplementation of the support plan for agricultural land and pond and garden groups for self-conversion before January 15, 2026; Issuing decisions to enforce land recovery for cases that do not comply with receiving money and handing over conditional land.

It is expected that from January 25, 2026 to February 5, 2026, land recovery enforcement will be implemented for schools that are slow and do not comply with land handover to ensure that there are no more obstacles on the entire route.

To complete site clearance work in the first quarter of 2026 according to the direction of the City People's Committee, Cau Giay Ward People's Committee has proposed that the city and the Department of Finance soon allocate capital in a timely manner for compensation payments to people.

At the same time, it is proposed that the city and relevant departments and agencies soon consider and approve the contents proposed by the Ward People's Committee; remove and guide specific policies on land, assets, and spiritual works to soon stabilize the situation.

With decisiveness in action and flexibility in mobilization, the Cau Giay ward government is making maximum efforts to bring the Ring Road 2.5 project to completion, contributing to completing traffic infrastructure and promoting socio-economic development in the Capital.
