Only discuss doing, focus on removing all bottlenecks
Ring Road 2.5 section passing through Thanh Xuan ward is gradually forming a new face as site clearance has been completed.
According to records, many sections of the route that were previously corrugated iron areas, interspersed with houses and constructions that have not been cleared, are now cleared, and the ground has been handed over clean to serve synchronous construction.
The locality completing the handover of 100% clean land is considered an important step to help remove the biggest bottleneck of the project in the past time.
To achieve this result, the core point in Thanh Xuan ward's method is that the determination of site clearance is not implemented according to the usual administrative method. Instead, the entire political system joins in with the spirit of "only discussing doing, focusing on removing all bottlenecks".
The Site Clearance Steering Committee is directly headed by the Secretary of the Party Committee, operating under a centralized leadership mechanism and continuous control, thoroughly grasping that all Party officials and members "change state" to implement the Emergency Order, considering this as an administrative order for the entire political system to be determined to implement.
On the 5th floor of the Ward People's Committee headquarters, a "Land Clearance Operation Office" is operating interconnected, at times mobilizing up to 200 - 300 people to work overnight, during holidays and Tet so that the work process is not interrupted or shortened.
All tasks from measurement to dismantling are quantified by specific products on the ground and have a daily progress. Officials are clearly assigned people, clear tasks, clear responsibilities, closely following the area to handle each case, thereby shortening the implementation time.
Mr. Hoang Xuan Toan - Head of the Site Clearance Team of the Infrastructure Investment Project Management Board said: "We realize that site clearance is the responsibility and honor of all officials and civil servants, so the officials of the Board in particular, all officials, civil servants, public employees, and workers of the ward have worked with a spirit of strengthening, continuous, taking advantage of holidays, focusing on reviewing dossiers, direct dialogue and removing each arising problem".


Highly specialized organizational model
In the context that officials, civil servants, and public employees of the Project Management Board and professional departments have less than 30 officials. To solve the huge volume of professional work, the ward has established a scientific decentralized task-oriented leadership apparatus.
The methodicalness is most clearly shown in the establishment of 11 in-depth working group models according to each task group and site clearance process, including: Dossier, policy, and plan team; Survey, survey, inventory, and verification team for land origin; Propaganda, mobilization, and dialogue team; Letter and petition receiving team; Data inventory team; Legal and judicial support team; Money payment team; Mobile team to support people in moving assets; Team to take over, demolish, clear, and hand over land; Security and order assurance team; Information, propaganda, and public opinion orientation team.
This model helps to specialize, creating conditions for all officials to promote their spirit and responsibility. In particular, the ward has proactively connected and mobilized additional forces from support units from friendly wards, officials who have retired, and university students to supplement the team performing professional tasks.



The "rolling-line" process
The scientific method of Thanh Xuan ward lies in the method of organizing implementation according to the "rolling and rolling" method. The stages are closely connected and implemented overlapping: From land acquisition notice - measurement, inventory - verification of land origin - drafting plan - approval - payment - mobilization - demolition.
In Thanh Xuan, the morning briefing regime is maintained daily at 4 pm. At these meetings, the Head of the Steering Committee directly reviews each group of tasks, each specific dossier to clearly point out the causes of delays and direct immediate removal.
Difficult dossiers, problems about the origin of land formed over many decades are not only resolved by administrative documents, but also by understanding and sharing.
The Party Secretary and Chairman of the Ward People's Committee directly chaired nearly 20 direct dialogues with households that still proposed, persistently analyzed and persuaded based on the law and the actual situation, and the characteristics of each dossier.
For "bottlenecks" beyond authority such as resettlement housing funds, the ward does not passively wait but proactively reports and proposes special mechanisms to the city to ensure maximum benefits for people.
According to Mr. Nguyen Hong Quan - Vice Chairman of Thanh Xuan Ward People's Committee, the key factor helping the locality achieve positive results in a short time is the drastic and synchronous involvement of the entire political system from the ward to the residential group. Throughout the implementation process, the locality always maintains dialogue, listens to and promptly answers people's petitions. "The resettlement location near the old residence is also one of the factors that helps people feel secure and more agree with the GPMB policy" - Mr. Quan said.
