Ninh Binh province has implemented arrangements from 4,482 villages and residential groups to 1,754 units, reducing 2,728 villages and residential groups, equivalent to 60.87%.
After arrangement, the number of non-specialized personnel arranged according to regulations is 5,262 people, corresponding to each village and residential group arranging 3 people.

Ninh Binh province has over 7,500 non-specialized workers in villages and residential groups affected and dismissed. Among them, there are 5,895 redundant people due to arrangement subject to policy application according to Decree No. 154/2025/ND-CP. About over 1,600 people are dismissed due to local restructuring and consolidation of staff but are not subject to the application of the above decree.
Ninh Binh Provincial People's Committee believes that those who quit their jobs at the time of June 30, 2026 (about over 1,600 people) due to the large structure and consolidation have had working time and made positive contributions to the grassroots movement similar to the group entitled to policies according to Decree No. 154/2025/ND-CP. Therefore, the issuance of support policies is identified as necessary to ensure fairness, recognize the process of dedication and create consensus in the process of implementing the policy of arranging and consolidating organizations at the grassroots level.
Ninh Binh Provincial People's Committee has submitted a report to the Standing Committee of the Provincial People's Council proposing to develop a Resolution of the People's Council stipulating support policies for non-specialized workers who quit their jobs due to local restructuring and consolidation of staff in villages and residential groups in 2026 in Ninh Binh province according to simplified procedures.
Accordingly, the beneficiaries of support are non-specialized workers in villages and residential groups who are working and have been dismissed by competent authorities as of June 30, 2026 due to not ensuring the conditions and standards to continue arranging work after consolidation.
This group does not include cases of surplus due to rearrangement and reorganization of villages and residential groups that have enjoyed regimes according to Decree No. 154/2025/ND-CP.
For people with less than 5 years of service, Ninh Binh Provincial People's Committee proposes a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service; at the same time, they are entitled to an allowance equal to 1.5 times the monthly allowance for each year of service and an additional 3 months of allowance to find a job.
People with 5 years or more of service and less than 5 years of retirement age are proposed to receive a one-time allowance equal to 0.8 times the monthly allowance multiplied by the number of months of early retirement; along with support calculated according to working time and 3 months of new job search allowance.
For people with 5 years of service and still 5 years or more before reaching retirement age, the proposed one-time allowance level is 0.8 times the current monthly allowance multiplied by 60 months; in addition, they continue to be supported according to the number of years of service and 3 months of allowance to find a job.
Particularly, people who have reached retirement age or are enjoying retirement benefits or loss of working capacity benefits are proposed to receive a one-time allowance equal to 15 months of allowance or monthly salary currently enjoyed.
