According to the Ministry of Home Affairs, after arrangement, the number of villages and residential groups (TDP) nationwide decreased from 89,589 to 48,078 (a decrease of 41,511 units, equivalent to a decrease of 46.33%). The arrangement of villages and TDP aims to streamline focal points and improve management efficiency at the grassroots level.
After about 2 months of arrangement, localities have arranged, used and resolved regimes and policies in a synchronous and timely manner for non-specialized personnel at the commune, village, and residential group levels.
In Hai Phong, according to information announced on August 23, the whole city is expected to have about 3,000 non-specialized workers in villages and residential groups taking leave due to surplus according to the provisions of Decree No. 154/2025/ND-CP of the Government.
The whole city also has about 1,900 people quitting their jobs immediately from the time of consolidation and restructuring to improve the quality of the contingent in villages and residential groups, belonging to the beneficiaries of policies according to Resolution No. 27/2026/NQ-HDND dated July 28, 2026 of the City People's Council.
To ensure that the implementation of policies and regimes for non-specialized personnel is carried out uniformly, fairly, publicly, transparently and in accordance with the provisions of law, the Department of Home Affairs has reported and advised the City People's Committee to direct localities to focus on appraising and approving subjects and funds, completing in August 2026.
In Thai Nguyen, after arrangement and reorganization, the whole province has 1,403 villages and residential groups, a decrease of 1,742 units, equivalent to 55.39%; the number of non-specialized workers in villages and residential groups who quit their jobs after arrangement and reorganization is about 5,183 people.
At the recent 6th Session, the 15th Thai Nguyen Provincial People's Council passed a Resolution on stipulating a one-time support policy for non-specialized workers in villages (hamlets), and residential groups who quit their jobs due to the restructuring and consolidation of staff in the province.
The Resolution stipulates one-time support according to the total working time as follows: Working time up to 5 years, each year is supported with 1.5 months of allowance; from the 6th working year to the end of the 10th working year, each year is supported with 1 month of allowance; from the 11th working year onwards, each year is supported with 0.5 months of allowance. The total support level does not exceed 15 months of allowance.
In case the working time has odd months, it is rounded according to the principle: From 1 month to full 6 months is calculated as 0.5 years and is entitled to support equal to the support level of 0.5 years; from over 6 months to under 12 months is rounded to 1 year.
The allowance level for support calculation is the allowance for the month immediately preceding the resignation. The total estimated cost is 41 billion VND, from the provincial budget.
In Quang Tri, after arrangement, the province still has 916 villages and residential groups, a decrease of 1,006 units, equivalent to 52.34%; the average scale increased to 507 households/village, residential group.
In the coming time, the Standing Committee of the Provincial Party Committee will continue to direct Party committees and authorities at all levels to fully promulgate regulations on regimes and policies for non-specialized workers and people participating in activities in villages and residential groups.
In Da Nang, after arrangement, the whole city has 1,456 villages and residential groups; a reduction of 2,699 units, equivalent to a reduction rate of nearly 65%. The arrangement leaves 8,435 redundant people participating in work in villages and residential groups.
The total annual expenditure for non-specialized personnel and people participating in activities in villages and residential groups after arrangement is estimated at about 559 billion VND, a decrease of about 324 billion VND compared to the current expenditure.
