The arrangement of villages and residential groups (TDP) in the past time in localities across the country has contributed to streamlining the apparatus, improving the effectiveness and efficiency of management of commune-level authorities, and strengthening the self-management of the residential community.
At the same time, the arrangement also helps reduce the number of non-specialized workers, save budget spending to increase resources for development investment.
In Da Nang, the city reduced 2,699 villages and residential groups after arrangement (rate of 64.96%), to 724 villages and 732 residential groups.
The whole city has 9,044 non-specialized personnel, after arrangement, it is expected to rearrange 4,368 people and there are 4,676 redundant people. There are 20,083 people participating in activities in villages and residential groups, after arrangement, it is expected to rearrange 11,648 people and there are 8,435 redundant people.
Accordingly, after the arrangement, it is expected that the whole city will have 13,111 non-specialized personnel, people participating in activities in villages and residential groups who are redundant or retired due to the rearrangement of villages and residential groups.
Da Nang has stipulated that non-specialized workers who quit their jobs due to the arrangement of villages and residential groups will enjoy benefits according to Article 10 of Decree No. 154/2025/ND-CP of the Government.
The estimated cost of this policy payment is about 1,218 billion VND and will be implemented once at the time of arrangement according to the Central Government's regulations.
In addition, the city promulgates special policies for non-specialized workers who do not meet the standards and conditions to continue to be assigned to work (including in villages and residential groups that do not implement arrangements), cases that solve more than the actual surplus number after merger and people participating in activities in villages and residential groups.
The level of one-time support is regulated according to the working period: under 1 year is supported with 3 million VND; from 1 to 5 years is 5 million VND; from over 5 to 10 years is 10 million VND; over 10 years is 15 million VND. The estimated cost of implementing this special policy from the city budget is about 192 billion VND.
For those who continue to work, the allowance level is regulated according to the scale of households. Specifically, for villages under 300 households, residential groups under 450 households, the allowance coefficient of the Party cell secretary is 2.1 times the base salary; village head, residential group leader is 2.0; head of the Fatherland Front work committee is 1.8.
For villages from 300 to under 700 households or TDPs from 450 to under 1,000 households, the allowance coefficients are 2.3; 2.2 and 2.0 respectively.
For villages of 700 households or more, TDPs of 1,000 households or more, or villages and groups belonging to key national defense communes, border areas, islands, and particularly difficult villages, the corresponding allowance coefficients are 2.5; 2.4 and 2.2.
In Quang Ninh, this locality also reviews and evaluates the existing non-specialized staff. In addition to fully resolving regimes and policies for non-specialized personnel who resign from their duties, localities also focus on selecting cadres with qualities, capacity and prestige to arrange after arrangement, ensuring the apparatus at the grassroots level operates effectively and efficiently as soon as the new model goes into operation.
According to the arrangement plan, the number of non-specialized workers in villages and neighborhoods in the province is expected to be 1,872 people, a decrease of more than 1,000 people.
The arrangement of villages and neighborhoods not only aims to streamline the organizational structure but also creates a premise for building a team of grassroots officials to meet development requirements in the new stage.
Ninh Binh province implemented the merger of over 4,400 villages and residential groups down to more than 1,700 units, the number of non-specialized workers reduced by about 21,760 people.
It is estimated that each year the province will reduce nearly 780 billion VND from the budget for villages and residential groups, creating resources for localities to complete national goals, build new rural areas, and smart cities.
