Sending a question via the Government Electronic Information Portal, reader H.H.M said: ''Due to work, I can only go to the doctor and get treatment on weekends. However, some hospitals do not provide health insurance examination and treatment on Saturdays and Sundays. I consulted the regulations and learned that medical examination and treatment facilities decide to open health insurance examination and treatment on holidays and days off. I think this regulation is no longer suitable for the current situation. I request the competent authority to consider and amend.
Vietnam Insurance answers this question as follows:
Clause 10, Article 27 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance stipulates:
"10. Payment of medical examination and treatment costs for medical examination and treatment facilities that organize medical examination and treatment under health insurance on holidays and public holidays as follows:
a) People with a health insurance card coming for medical examination and treatment are paid by the health insurance fund within the scope of benefits and health insurance benefits;
b) Medical examination and treatment facilities are responsible for ensuring human resources, professional conditions, publicizing expenses that patients have to pay outside the scope of benefits and health insurance benefits and must notify patients in advance; notify in writing the social insurance agency to add to the medical examination and treatment contract before performing medical examination and treatment activities on holidays and days off to serve as a payment basis".
Thus, medical facilities base on the ability to provide services and the actual needs for medical examination and treatment on holidays and public holidays of health insurance participants to sign an appendix to the health insurance examination and treatment contract with the Social Insurance agency and organize health insurance examination and treatment on holidays and public holidays.
