According to the provisions of Clause 3, Article 12 of the Law on Health Insurance No. 51/2024/QH15, amending and supplementing a number of articles of the Law on Health Insurance effective from July 1, 2025, detailing a number of groups of state budget contributions to health insurance, specifically:
"o) People from poor households; ethnic minorities from near-poor households residing in communes and villages in ethnic minority and mountainous areas; ethnic minorities residing in areas with difficult socio-economic conditions; people residing in areas with particularly difficult socio-economic conditions; people living in island communes and island districts;
s) People aged 75 and over who are receiving monthly death benefits, people aged 70 to under 75 who are from near-poor households who are receiving monthly death benefits;
t) People receiving monthly social pension benefits according to the provisions of the law on social insurance".
In addition, in Can Tho City, people from near-poor households are also 100% covered by health insurance (the central government supports 70% and the locality supports 30%).
She requested consideration of support for health insurance cards for people aged 60 and over: Currently, Can Tho City Social Insurance is coordinating with local departments and branches to advise and propose competent authorities to consider supporting 100% of health insurance contributions for people aged 60 to under 75 from agricultural, forestry and fishery households with an average living standard.
