Voters in Vinh Long province made a petition with the content: "Request to have health insurance (HI), funeral fees for veterans participating in the K battlefield".
Responding to voters, the Ministry of National Defense said that in recent years, along with the socio-economic development of the country, our Party and State have paid attention to issuing many regimes and policies on treatment for those participating in resistance war, war to protect the Fatherland and performing international duties; including those participating in the battlefield K.
These are Decision No. 290/2005/QD-TTg dated November 8, 2005 of the Prime Minister on regimes and policies for a number of subjects directly participating in the resistance war against the US to save the country but not yet enjoying the policies of the Party and State; Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing regimes for soldiers participating in the resistance war against the US to save the country who have served in the army for less than 20 years and have been demobilized or discharged to their localities; Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged or quit their jobs.
Accordingly, cases participating in the K battlefield that are eligible for the above decisions will be considered and considered for a one-time allowance or a monthly allowance depending on their actual service time in the Army; if they have not enjoyed health insurance, they will enjoy health insurance according to the provisions of the law on health insurance; when they passed away, those who care for the burial will enjoy a funeral allowance according to the provisions of the current law on social insurance.
On the other hand, according to the provisions of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, people participating in resistance war, defending the Fatherland, and performing international duties who have been paid health insurance by the state budget according to the provisions of the legal documents issued before January 1, 2025 participating in health insurance in groups paid by the state budget according to the Law on Health Insurance will enjoy the health insurance regime according to regulations, the responsibility for paying health insurance for the above subjects is the responsibility of the local Department of Home Affairs.
The Ministry of National Defense requested the National Assembly Delegation of Vinh Long province to direct and supervise the implementation of regimes and policies for the subjects according to regulations.
