Deputy Prime Minister Le Thanh Long has just signed and issued Directive No. 25/CT-TTg dated September 15, 2025 of the Prime Minister requesting relevant ministries, branches and localities to promote the development of Vietnamese traditional medicine in the new period.
In the Directive, the Prime Minister assigned the Ministry of Health to preside over and coordinate with the Ministry of Justice, relevant ministries and branches to review and study the completion of a system of mechanisms and policies in accordance with the characteristics of traditional medicine to promote the development of traditional medicine in accordance with its inherent potential, and strengthen the combination of traditional medicine and modern medicine.
Research on expanding the scope of use and payment of health insurance for traditional medicine, medicinal herbs, medicinal herbs, medical examination and treatment services using traditional medicine; propose the development of laws on traditional medicine.
At the same time, the Ministry of Health will coordinate with the Ministry of Home Affairs to complete standards and professional titles in the field of traditional medicine.
The Ministry of Health shall preside over, research and propose investment in the construction of new, upgrading and expanding the scale of traditional medical examination and treatment facilities in accordance with the planning of the network of medical facilities and the planning of socio-economic development of localities; focus on selecting the order of priority investment and prioritizing the allocation of public investment sources for investment for a number of facilities with urgent requirements.
Continue to develop diagnostic and treatment guidelines, technical procedures for medical examination and treatment, combine traditional medicine with modern medicine, focusing on some strengths such as acupuncture and other drug-free treatments.
The Ministry of Health shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Finance to research and propose scientific and technological tasks using the state budget to focus on researching a number of drugs, researching and developing products from medicinal herbs, traditional medicines, etc.
Proactively research, propose, and organize the implementation of appropriate policies and mechanisms for scientific research in the field of traditional medicine according to the requirements of Resolution No. 57-NQ/TW.
Research and propose appropriate mechanisms to spend the budget and invest in clinical research and nutritional research in traditional medicine to effectively support disease prevention, treatment and health recovery.
The Ministry of Health directs and guides comprehensive expertise in developing domestic medicinal herbs in an industrial direction; issues planning maps for national and local medicinal herbs growing areas; preserves rare and endemic medicinal herbs.
Standardize the processes of cultivating, harvesting, preserving and processing medicinal herbs to ensure quality and safety, in accordance with international standards (GACP-WHO, ORGANIC...), associated with the establishment of a traceability system using digital technology to control quality, make the supply chain transparent and serve export goals.
