Firefighters participating in the resistance war are entitled to health insurance

The Prime Minister amended the procedure for resolving the subsidy regime for people participating in resistance and national defense, including the health insurance regime.

The Prime Minister has just issued Decision No. 22/2025/QD-TTg amending and supplementing a number of articles of the Prime Minister's Decisions on regimes and policies for subjects participating in resistance war, war to protect the Fatherland and performing international duties under the state management of the Ministry of National Defense.

Decision No. 22/2025/QD-TTg amends and supplements Decision No. 62/2011/QD-TTg of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs.

The decision to amend and supplement Clause 2, Article 7 of Decision No. 62/2011/QD-TTg on the procedure for resolving the subsidy regime is implemented as follows:

a) Subjects specified in Clause 1, Article 2 of this Decision or relatives of the subjects are responsible for making a declaration and submitting a set of documents as prescribed in Clause 1 of this Article to the People's Committee of the commune, ward, or special zone (commune-level People's Committee) where they are located.

b) Commune-level People's Committees direct agencies under their authority to receive documents, review, synthesize, and report to the Military Commands of provinces and centrally run cities (Ministry of Military Commands at the provincial level), the Provincial Police, centrally run cities (Provincial Police), and the Department of Home Affairs according to the authority to resolve the provisions of Article 9 of this Decision;

c) The Provincial Military Command, the Provincial Police, and the Department of Home Affairs receive documents, review, compile, and report to competent authorities to issue decisions to implement the regime for subjects as prescribed in Points d, d, and e of this Clause;

d) The Provincial People's Committee directs the Department of Home Affairs to issue a decision to enjoy the one-time subsidy regime for subjects under its authority;

d) The Military Region Command and the Hanoi Capital Command direct the competent agencies to review and appraise; issue decisions to enjoy the one-time subsidy regime and the monthly subsidy regime for subjects under the authority of the Ministry of National Defense;

e) The Department of Organization and Personnel, Ministry of Public Security shall issue a decision to enjoy the monthly allowance and one-time allowance for subjects under the jurisdiction of the Ministry of Public Security.

The Decision also amends and supplements a number of articles of Decision No. 49/2015/QD-TTg dated October 14, 2015 of the Prime Minister on a number of regimes and policies for frontline workers participating in the resistance war against France, the war to protect the Fatherland and performing international duties.

Accordingly, amend and supplement Clause 2, Article 4 on health insurance regimes as follows: People who have not yet enjoyed health insurance regimes are entitled to enjoy health insurance regimes according to the provisions of the law on health insurance.

Amend and supplement Clause 1, Article 5 of Decision No. 49/2015/QD-TTg on the procedure for resolving the one-time subsidy regime as follows:

The records of the subjects to be considered for the regime include: 1 statement of the subject or the subject's relatives (for the subject who has passed away); original or copy of the document participating in the cremation of the people's cause (if any).

The Decision also amends and supplements Point b, Clause 3, Article 5 of Decision No. 49/2015/QD-TTg on the procedure for settling funeral allowances as follows:

The subject's relatives submitted a set of documents to the People's Committee of the commune where they are residing directly or through the public postal service or in the electronic environment; after 5 working days, the People's Committee of the commune will synthesize and report to the Department of Home Affairs.

The Department of Home Affairs inspects, synthesizes, reports to the People's Committees at the provincial level and issues a decision to receive funeral allowances for relatives of each subject.

Decision No. 22/2025/QD-TTg takes effect from July 10, 2025.
