Sending a question to the Government Electronic Information Portal, reader T.T said: "I work at a medical facility, I bought an ultrasound machine with full valid CO and CQ documents issued by the agency. So, can I register for health insurance examination and treatment? ".
Regarding this issue, Phu Tho Provincial Social Insurance responded as follows:
Mr. T.T's purchase of an ultrasound machine with full CO (Certificate of Origin) and CQ (Certificate of Quality) issued by the company is a very important condition to ensure the device is valid according to regulations. However, to register for health insurance examination and treatment, many other conditions must be met, not just equipment.
Regarding the conditions for medical facilities to sign health insurance examination and treatment contracts, it is stipulated in Article 22 of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Health Insurance Law:
"1. Ensure the operating conditions of medical examination and treatment facilities as prescribed in Article 49 of the Law on Medical Examination and Treatment in accordance with the scope of health insurance medical examination and treatment services.
2. Ensure standards for connecting and linking health insurance medical examination and treatment data with the information system and health insurance appraisal of social insurance agencies according to the regulations of the Minister of Health and authenticate data on payment of medical examination and treatment costs according to the provisions of law".
Article 49 of the Law on Medical Examination and Treatment 2023 stipulates:
"Article 49. Operating conditions of medical examination and treatment facilities
1. It has been granted an operating license by a competent authority.
2. Ensure the basic quality standards specified in Point a, Clause 1, Article 57 of this Law during operation".
Point a, Clause 1, Article 57 of the Law on Medical Examination and Treatment stipulates: " Basic quality standards for medical examination and treatment facilities issued by the Ministry of Health".
Conditions for payment of technical service health insurance on an ultrasound machine:
ultrasound machines are circulating, being bought and sold, imported, providing services, managed, used... in accordance with the provisions of Decree No. 98/2021/ND-CP dated November 8, 2021 of the Government on management of medical equipment; Decree No. 07/2023/ND-CP dated March 3, 2023 of the Government amending and supplementing a number of articles of Decree No. 98/2021/ND-CP.
Medical technical services performed on ultrasound machines must be approved by competent authorities; designated in accordance with the procedures and regulations of the Ministry of Health and in accordance with the actual status of the patient; and health insurance payment must be summarized in accordance with regulations.
The person performing ultrasound technical services must be granted a Medical practice license and have sufficient professional qualifications according to the regulations of the Ministry of Health.
