According to Article 37 of Decree No. 188/2025/ND-CP of the Government regulating procedures for health insurance examination and treatment as prescribed in Clause 1, Article 28 of the Law on Health Insurance 2024.
Accordingly, health insurance participants must present information about the health insurance card and identification documents of that person in one of the following forms:
Identification card or citizen identification card (CCCD) or level 2 electronic identification account (VNeID) with integrated information about the health insurance card.
Electronic or paper health insurance card. In case of using a health insurance card without a photo or health insurance code, one of the following documents must be presented: ID card, CCCD, ID certificate, passport, linked to a level 2 electronic identification account (VNeID) or VssID application or other personal identification documents issued by a competent agency or organization or a confirmation letter from the commune-level police.
For children under 6 years old, they can only present a paper or electronic health insurance card or health insurance code; in case they have not been issued a health insurance card, they can present the original birth certificate or a photocopy.
For newborns, the child's father or mother or relatives must sign a confirmation on the medical record or a representative of a medical examination and treatment facility confirming on the medical record in case the child does not have a father, mother or relatives.
During the waiting period for issuance or change of information about the health insurance card, when coming for medical examination and treatment, they must present a receipt and an appointment to return the results of issuance, reissuance and exchange of health insurance cards, information about the health insurance card issued by the social insurance agency or organization or individual authorized by the social insurance agency to receive the application for reissuance of the card, exchange of issued cards and a type of document proving the identity of that person.
The person who donated a body part must present information about the health insurance card.
In case there is no health insurance card, a discharge paper must be presented by the medical examination and treatment facility that gave the body part to the person who donated the body part and one of the identification documents of that person; ID card, CCCD, ID card, passport, link to the level 2 electronic identification account (VNeID) or VssID application or other identification documents issued by a competent agency or organization.
In case there is no health insurance card but it must be treated immediately after donation, the medical examination and treatment facility and the patient's patient or relatives confirm it in the medical record.
In case of emergency, health insurance participants must present information about the health insurance card before the end of the treatment period.
