According to Vietnam Social Insurance (VSS), recently, information has appeared on some social networking platforms suggesting that the health insurance (HI) contribution rate will increase from 4.5% to 6% from July 1, 2025.
Regarding this content, Vietnam Social Insurance affirmed: Currently, there are no regulations on adjusting the health insurance contribution rate to increase to 6% from the above time.
Article 13 of Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance stipulates: The health insurance contribution rate of participating groups can be at most 6% of the monthly salary used as the basis for compulsory social insurance payment or the reference level...
However, this is not an immediate application level, but only the maximum ceiling for payment allowed in the legal framework. Depending on specific conditions, when necessary, the Government will consider adjusting the contribution level appropriately to ensure the rights of participants and balance the health insurance fund in the long term.

Currently, the health insurance contribution rate remains at 4.5% of the basic salary (current basic salary is 2,340,000 VND/month). The Government will issue a Decree to implement the adjustment of the contribution level, if any. Therefore, the information that the contribution will increase to 6% from July 1, 2025 is incorrect, causing confusion in public opinion.
Vietnam Social Insurance recommends that people should note: In cases where people participate in household health insurance and are required to pay more than 4.5% of the basic salary, it is necessary to require organizations and individuals who collect health insurance to provide a clear legal basis, especially the Decree related to the Government's adjustment of the contribution level.

Currently, the Ministry of Health is taking the lead in developing a Decree guiding the implementation of Law No. 51/2024/QH15. While waiting for the official guidance document to be issued, the Social Insurance agency recommends that people and employees should only access information from official sources such as: Government's Electronic Information Portal, Ministry of Health, Vietnam Social Insurance and news agencies, central and local press.
Any act of deliberately posting or sharing false information to distort policies or take advantage of for profit or appropriate people's property will be strictly handled according to the provisions of law.
