Vietnam Social Security has just issued Plan No. 216/KH-BHXH on document inspection and review in 2026 to organize the synchronous, timely, and correct implementation of document inspection and review work throughout the System; thereby ensuring the constitutionality, legality, and unity of the document system in the field of operation of Vietnam Social Security.
According to the plan, the inspection and review of documents is carried out on the basis of strictly complying with authority, order, and procedures according to the provisions of law; and at the same time clearly defining the content of work, progress, implementation time and responsibilities of units throughout the Vietnam Social Security system.
The scope of inspection focuses on: Circulars drafted by Vietnam Social Security and submitted to the Minister of Finance for promulgation in 2026; administrative documents drafted by Vietnam Social Security and submitted to the Ministry of Finance for promulgation; professional guidance documents, regulations, and rules with scope of adjustment to the entire System issued by Vietnam Social Security in 2026.
The scope of review includes: Legal documents drafted by Vietnam Social Security and submitted to the Minister of Finance for promulgation in 2025; professional guidance documents, regulations, and rules with scope for adjusting the entire System issued by Vietnam Social Security.
The content of the review focuses on detecting regulations that are no longer appropriate, overlapping, contradictory, or illegal (if any) to promptly propose amendments, supplements, replacements, abolitions or new promulgations; and at the same time prepare and announce a list of documents that are still valid, expired, or expired according to regulations.
The Legal Department is assigned to preside over guiding, urging, inspecting and summarizing the implementation of the Plan; developing a report on the results of inspection, review and handling plans for documents submitted to the leaders of Vietnam Social Security for approval; implementing the reporting regime as required by the Ministry of Finance.
Units directly under Vietnam Social Security and Social Security of provinces and centrally-run cities are responsible for organizing the serious implementation of assigned tasks; proactively reflecting difficulties, obstacles, and inadequacies arising from practice to promptly propose solutions to improve the document system, contributing to improving the effectiveness and efficiency of state management in the fields of social insurance, health insurance, and unemployment insurance.
