On November 28, the Quang Ngai Provincial Civil Defense Command said that during the flood period from October 25, 2025 to November 2, 2025 and storm No. 13 (from November 5 to 7, 2025), the province had very heavy rain, with an average rainfall of 1,000 - 1,500mm, and in some places more than 2,300mm.
Floods caused widespread flooding in 16 communes and wards and flooded 5,448 houses. During the flood period from November 15 to 19, 2025, the province will continue to have heavy to very heavy rain, with an average rainfall of 500 - 1,000mm, in some places over 1,200mm, causing floods on the Ve River to exceed alert level 3.
The natural disasters have killed 7 people and injured 24 people; 85 houses collapsed; 1,604 houses had their roofs blown off or damaged. Hundreds of schools, medical stations, cultural houses, canals, irrigation dams, and transport infrastructure works were severely damaged. Thousands of hectares of crops and aquaculture ponds were damaged; more than 9,200 livestock and poultry died. The total value of damage caused by natural disasters is estimated at about 3,100 billion VND.

After the flood, localities have focused on overcoming the consequences. Up to now, the roofs of the houses that were blown off and damaged have been repaired, helping people stabilize their lives. Localities have allocated food, provisions, and medicine to support people to overcome difficulties and initially stabilize their lives; at the same time, basically overcome traffic landslides and build temporary bridges for people to travel conveniently.
On the afternoon of November 28, the Quang Ngai Provincial Hydrometeorological Station issued two latest bulletins about the tropical depression moving into the South China Sea and storm No. 15 operating in the middle of the East Sea. Both forms cause strong winds and large waves, which are dangerous for ships operating at sea.
Currently, models predicting the impact of storm No. 15 are still scattered. The most likely scenario is that when the storm reaches longitude 111, it will weaken into a low pressure area. Regarding rain, it is likely that from December 1 to 2, 2025, there will be a period of heavy rain.
Regarding the water level of reservoirs, in the eastern communes of the province, there are 127 lakes with an average capacity of 94.6%; in the western communes, there are 84 lakes with an average capacity of 91%.
According to Mr. Do Tam Hien - Vice Chairman of the Provincial People's Committee, to proactively respond to storm No. 13, the Provincial People's Committee has requested the Department of Agriculture and Rural Development to closely coordinate with the Provincial Hydrometeorological Station to promptly forecast, especially high tides and rising sea levels. At the same time, coordinate with the Department of Science and Technology to study a plan to provide faster and more accurate weather information so that people can proactively prevent natural disasters.
Localities must review all response plans for storm No. 15, learn from past shortcomings; proactively prepare human resources, means, and equipment to be ready to handle arising situations. Closely monitor weather developments from now until December 2, raising the highest level of vigilance to proactively prevent and combat.
The Provincial Civil Defense Command must complete the distribution of relief rice before November 30, 2025; review needs in localities and continue to direct the response to storm No. 15. The Department of Health fully prepared necessities and medicines; the Provincial Police grasped the landslide situation and coordinated with localities to handle it promptly; the Department of Finance soon allocated the second phase of funding to overcome the consequences of natural disasters, prioritizing urgent projects such as schools, roads, and embankments to prevent landslides.
