Storm No. 10 Bualoi: Hanoi directs urgent harvesting of rice in the flood season

According to the Head of the Department of Crop Production and Plant Protection (Hanoi Department of Agriculture and Environment), the total rice growing area for the 2025 crop in Hanoi is about 70,000 hectares. Currently, people in the localities have harvested about 40% of the total area. The unit has assigned grassroots officials to coordinate with local authorities to propagate and guide people to harvest rice early in the season to minimize damage caused by storm No. 10.

Chairman of the People's Committee of Hoa Phu commune - Mr. Vu Xuan Hung said that in the 2025 crop, farmers in Hoa Phu commune will sow about 1,480 hectares of rice. This is one of the lowest areas in Hanoi, where there is a high risk of flooding due to prolonged heavy rain. In response to the news of heavy rain due to storm No. 10, the local government has stepped up propaganda on the loudspeaker system for people to grasp and harvest the ripe Ao Dai rice fields early.

"Up to now, the whole commune has harvested more than 600 hectares, and is currently continuing to direct the cooperative to coordinate with the people to urgently harvest the rice fields of the season...", said Mr. Vu Xuan Hung.

At the same time, Ms. Nguyen Thi Nam - Chairman of the People's Committee of Quang Oai Commune, Hanoi City also said that storm No. 10 has a fast moving speed and a wide range of impacts; if it is in the affected area, it can cause great damage. To proactively prevent, respond, and minimize damage, the People's Committee of Quang Oai commune requires relevant departments, branches, units, and villages in the area to proactively update and closely monitor the developments of the storm.

The locality will start harvesting the ripe rice area from 70-80% or more early, without waiting for it to fully ripen (in the spirit of "green at home, greener in the fields". For crops such as corn, beans, peanuts, vegetables... if it is the harvest season, it is necessary to quickly harvest and store them in high places to avoid flooding and rot. ripe fruits must also be picked early. At the same time, check and reinforce the barn to ensure stability and good drainage; move livestock out of low-lying areas, ready to evacuate to safe places (altitude temporary barns, solid houses, evacuation stations if any).

On the morning of September 29, speaking with a reporter from Lao Dong Newspaper, Mr. Hua Ba Trinh - Vice Chairman of the People's Committee of Bat Bat Commune, Hanoi City said that over 850 hectares of the commune's rice crop have been harvested. Implementing the telegram of the Chairman of the Hanoi People's Committee on proactively responding to and preventing storms, the commune government has been propagating to people to proactively reinforce their houses and barns, and be ready to evacuate to a safe place.

Mr. Nguyen Duy Du - Head of the Department of Irrigation and Natural Disaster Prevention and Control (Hanoi Department of Agriculture and Environment) said that the Department's staff are on duty 24/7 during the days of storm No. 10; ready to activate the plan to drain water to protect crops, especially rice in the season, to minimize damage.

In response to the developments of storm No. 10 (and before that storm No. 9), Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai has requested localities to urgently guide people to harvest quickly and compact the rice crop according to the motto "green at home, better at home than in the fields".

Protecting the rice area of the Mon crop is extremely important. Not only does it preserve the efforts of the people after many months of "selling the face to the land, selling the back to the sky", helping to ensure food supply, but it also contributes to the overall growth target of the Hanoi agricultural sector in 2025.
