The official dispatch of the Ministry of Construction stated that according to the forecast of the National Center for Hydro-Meteorological Forecasting, on the evening of August 30, storm No. 6 made landfall in the provinces of Ha Tinh - North Quang Tri, these are areas affected by storms and floods due to the impact of storm No. 5: The provinces from Thanh Hoa to Hue city have heavy to very heavy rain; there is a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, along rivers, urban areas.
This is a fast moving storm, making landfall during the weekend and is taking place activities to prepare for the National Day on September 2.
To proactively respond to storm No. 6, the Ministry of Construction requires agencies and units to urgently carry out the following tasks:
For heads of agencies and units, based on their functions and tasks, closely monitor, regularly and continuously update information on the developments of storms and flood situations; proactively direct the timely implementation of appropriate response work to ensure the safety of people's lives and property and the State, minimizing damage caused by storms and floods.
For the Vietnam Maritime and Waterway Administration, direct the Maritime and Waterway Port Authorities to grasp the number of ships, boats, and water transport vehicles anchored at anchorage areas, river gates, sea gates, and water areas around islands and canals in areas affected by storms and guide ships and boats to safe anchorage areas; organize strict counting and management of going out to sea and maintain regular contact with ships and boats operating in areas affected by storms.
Coordinate with the Steering Committees for Disaster Prevention and Control (PTDS Steering Committees) of localities to take appropriate response measures, resolutely require ships and transport boats to move to safe shelters or proactively move out of the danger zone.
Direct the Vietnam Maritime Search and Rescue Coordination Center to prepare forces and means to participate in rescue when ordered.
Urge units managing and maintaining inland waterways to promptly recall buoys and signals before floods or when receiving flood discharge notices from the PCTT & TKCN Command (PTDS Command) of localities; promptly re-deploy the buoy system and signals immediately after floods.
The Vietnam Road Administration directs the Road Management Zones to coordinate with the above-mentioned Departments of Construction and local authorities to review and complete scenarios and plans for on-duty, traffic flow, send guards, install buoys, fences, and signals at flooded locations, overflowing culverts, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (flooded underpasses, bridges, ferries, etc.) on national highways in areas affected by storms, floods, resolutely not allowing people and vehicles to enter these locations to ensure traffic safety for people and vehicles.
Direct road management units to fully prepare spare materials, arrange machinery, equipment and human resources in key locations that are often affected by landslides to proactively overcome them, ensuring traffic in the fastest time, especially on key national highways in the affected area.
The Civil Aviation Authority of Vietnam directs airlines and aviation service airlines to closely monitor weather developments in areas affected by storms to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.
Direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
The Vietnam Railway Authority and Vietnam Railway Corporation direct units to strictly implement patrolling regimes, locking down vulnerable works, locations, and key areas such as: Bridges, weak roads, prone to flooding; steep pass sections, areas prone to flash floods, rockfall, and soil subsidence, railway areas downstream of dykes, irrigation dams, reservoirs, etc. to be ready and proactive in responding to incidents, ensuring absolute safety for people and vehicles.
Direct units to focus on means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
There is a plan to stop the ship, extend the ship, increase the speed limit, and transfer passengers when the flood situation causes flooding and landslides in the areas where the ship must be stopped.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, construction contractors, and relevant consulting units to immediately deploy storm response work, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes both under construction and operation.
