Preserving and promoting the value of public assets after restructuring and merging the apparatus

After the merger of administrative units, thousands of public offices in provinces and cities are redundant. The effective handling of these assets not only avoids waste and saves the budget but also demonstrates the management capacity and sustainable development vision of local governments.

Long-term vision is needed to avoid waste

According to the project to reorganize commune-level administrative units just issued by the Khanh Hoa Provincial People's Committee, it is expected that by 2026, Khanh Hoa will complete the handling of 124 surplus public headquarters, out of a total of 1,461 existing headquarters. The headquarters that are no longer in use will be "transferred to the locality for management and handling" according to regulations.

Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan emphasized the consistent viewpoint that the handling of surplus public assets must be suitable for the management subjects, nature and characteristics of assets, while making the most of existing resources, but also need a long-term vision to serve the goal of sustainable development.

In particular, in the context of Khanh Hoa and Ninh Thuan provinces planning to merge (called Khanh Hoa), the headquarters of provincial departments and branches will be concentrated in Nha Trang city. The provincial government is considering a plan to renovate and take advantage of the surplus headquarters in Nha Trang and Dien Khanh district as temporary workplaces for departments, branches, sectors, the Vietnam Fatherland Front and socio-political organizations, avoiding leaving the headquarters abandoned while waiting for the headquarters to be completed.

The project to build the headquarters of the Provincial Party Committee, the Delegation Delegation, the People's Council and the People's Committee of Khanh Hoa province with an investment of VND 544 billion are under construction and expected to be put into use in October 2025. At the same time, the province is also renovating the former Provincial Party Committee's headquarters (No. 6 Tran Hung Dao) to arrange more working space for the Party agencies. Thereby maximizing the existing real estate fund, ensuring the needs of working for the new apparatus after the merger.

Flexible, economical, anti-wasteful

After the project to merge Quang Nam province and Da Nang city was approved by the People's Council of Da Nang city, the number of expected surplus headquarters will increase to 132, not to mention the commune and district levels, of which Quang Nam has 39 facilities and Da Nang has 93 facilities.

Quang Nam province clearly defines the viewpoint: "No new construction, no repair of headquarters in 2025", waiting until the completion of the apparatus arrangement to come up with a suitable plan.

"When arranging administrative units at the provincial and commune levels and removing district levels, many agencies will certainly have to work in 2 places in the early years, but cannot work in one place. Because working in one place is not enough, but building a new one is still a waste. Therefore, many units continue to use the current headquarters until the depreciation period ends. That is also a solution to fight waste" said Mr. Le Van Dung - Chairman of the People's Committee of Quang Nam province.

According to the leader of Quang Nam province, wherever it can be arranged to any agency, priority should be given to the arrangement, and public real estate cannot be wasted while the budget is still difficult.

In the near future, if the commune police force is supplemented with more people, they will arrange spacious workplaces, taking advantage of the redundant district-level headquarters for convenient work. Where there is really no solution to handle it, the headquarters must be liquidated soon, to promote land resources there.

For example, in Tam Ky City, after merging An Xuan and Phuoc Hoa wards, all party agencies and authorities work at the headquarters of the An Xuan Ward People's Committee, while the front, mass mobilization and mass organizations work at the old headquarters of Phuoc Hoa ward. Thanks to that, the problem of previously narrow headquarters has been completely solved, while taking advantage of old facilities to avoid having to invest in new ones.

Many redundant headquarters have also been proactively rearranged by the province to suitable agencies such as: Tam Ky Tax Department Headquarters assigned to the Project Management Board and Land Fund Development Center; Nong Son District Police headquarters handed over to Trung Phuoc Town Police; Nong Son District People's Committee headquarters expected to be assigned to Trung Phuoc Town People's Committee...

Quang Nam province aims to complete the plan to arrange and handle all surplus headquarters by 2027 according to Resolution 1241/NQ-UBTVQH15. Previously, the province has handled 247/388 ineffective headquarters and real estate and continued to review the area and function of each headquarters to provide specific handling directions: retention, transfer, transfer to localities or liquidation.

Regarding public transport, the whole province of Quang Nam and Da Nang City currently have 760 public vehicles. The merger project clearly states that all vehicles will be rearranged according to actual needs and in accordance with professional functions, avoiding local surplus - shortage.
