Maintaining a grassroots security posture
Local police play a key role in maintaining stability in the area, strictly managing the security and order situation right from the grassroots level. Local police forces focus on reviewing potentially complex factors, proactively preventing and combating crimes and illegal acts, creating a solid "security buffer" to serve the 14th Party Congress.
In Ninh Binh, the Provincial Police organized the launching ceremony of the "Special Task Force - 35" performing the task of patrolling, controlling, preventing, and combating violations of the law in the area. The task force was built with a core force of elite officers and soldiers of the Criminal Police, Drug Police, 113 Police, Mobile Police, Traffic Police and Police of wards and communes.
Colonel Phan Van Ly - Deputy Director of Ninh Binh Provincial Police - emphasized that the establishment of the "Special Task Force - 35" shows the high political determination of the entire Provincial Police force in firmly protecting national security, maintaining social order and safety, reducing crime sustainably, creating a stable and safe environment to serve socio-economic development and contribute to protecting the security of the 14th Party Congress.
In Hung Yen, the Provincial Police organized a launching ceremony for the peak period of attacking and suppressing crime to ensure absolute security and safety to serve the 14th Party Congress starting from December 12, 2025. In just the first 15 days of launching, the Provincial Police force discovered and handled 701 cases with 777 subjects committing crimes and violating the law.
In particular, on December 31, 2025, Hung Yen Provincial Police successfully dismantled a major case, arresting 35 subjects in a line of fraud to appropriate property and online gambling using high technology, with a total transaction value of up to 9,300 billion VND. This result shows the proactive and decisive capacity of the local police in fighting new types of crimes, non-traditional crimes, contributing to maintaining security from the grassroots level.
Highest combat readiness, absolute safety protection
If local police play a stable role at the grassroots level, then the units and specialized forces of the Ministry of Public Security are the key protection lines, directly ensuring security for targets, events and particularly important figures of the 14th Party Congress.
In which, the Guard Command plays a core role in protecting the "inner circle". The 14th Party Congress takes place in the context of complex regional and world security developments, traditional risks intertwined with non-traditional challenges, especially activities exploiting technology, cyberspace and "non-fire" impact methods.
Faced with that requirement, the Guard Command deployed a proactive and methodical approach: Standardization from command to process, closed from plan to field. Major General Pham Thanh Hung - Commander of the Guard Command - affirmed that all stages must be carefully prepared, regularly reviewed and completed, ensuring that when officially operating, the entire system is "in place", and the links operate smoothly and unifiedly.
Based on the thematic resolution of the Party Committee of the Guard Command, protection plans and schemes were developed, inspected, and carefully reviewed at the National Convention Center (Hanoi) and related locations. Training, practice, and drills were organized seriously to unify the process and improve the bravery to handle situations for officers and soldiers.
Meanwhile, units under the Mobile Police Command have proactively and synchronously deployed plans to ensure security and order to serve the 14th Party Congress, with the highest spirit of readiness.
At Special Task Force Police Team No. 1, Colonel Nguyen Duc Khanh - Head of the Team said that the unit has proactively developed a plan, organized forces to be on duty, ready to deploy to ensure security and safety to serve the 14th Party Congress. Identifying people as the decisive factor, the Team focused on political and ideological education, thoroughly grasping to 100% of officers and soldiers about the spirit, responsibility and determination to absolutely protect the security and safety of the 14th Party Congress.
