Irregularities in the management of beauty salons in Bac Ninh

Receiving reflections of signs of violations at beauty establishments, but for many months the Bac Ninh Provincial Department of Health has not had a specific response. Meanwhile, the establishment was reported to be silently closed, erasing traces of operation, highlighting signs of abnormality in the management of beauty service.

At the information conference on the results of implementing socio-economic development tasks in 2025, key goals, tasks and solutions for 2026 recently organized by the Bac Ninh Provincial People's Committee, Lao Dong Newspaper reporters raised irregularities in the way the Bac Ninh Provincial Department of Health handles reflections of signs of violations of a beauty establishment.

Accordingly, from March to May 2025, from the reflection of a male worker working in Bac Ninh that he was scammed by beauty salon 108 in Vu Ninh ward (old Bac Ninh city) now Kinh Bac ward (Bac Ninh province) for male medicine services, a reporter from Lao Dong Newspaper intervened to verify and found that the male worker's reflection was well-founded.

In particular, this facility also showed signs of illegal operation during the suspension period when less than 1 year prior, the facility was fined 80 million VND by the Bac Ninh Provincial Department of Health, and also suspended from operation for 18 months.

Lao Dong Newspaper reporters reported the incident to Ms. To Thi Mai Hoa - Director of Bac Ninh Provincial Department of Health and Mr. Duong Duc Tan - Chief Inspector of Bac Ninh Provincial Department of Health at that time.

However, immediately after the newspaper's reflection, the beauty salon with signs of violation deleted/hid the fanpage, and stopped operating at the old address while local functional agencies remained silent and did not answer specifically about the handling results.
With the above content, the leaders of Bac Ninh province requested the Bac Ninh Provincial Department of Health to answer reporters of Lao Dong Newspaper.Mr. Nguyen Van Dinh - Deputy Director of the Bac Ninh Provincial Department of Health said: "When there is information, the Department of Health has also inspected.This facility operates on its own, not registered.The Department of Health will receive and re-inspect".

Regarding this matter, Mr. Mai Son - Standing Vice Chairman of Bac Ninh Provincial People's Committee requested the Department of Health to re-examine and clarify "how the Department handles the authority of the Department, how the local authority handles the authority of the locality".

Previously, in January 2025, Bac Ninh Provincial People's Committee issued an official dispatch on the management of the operation of beauty and beauty service establishments in the province, in which the Chairman of the Provincial People's Committee assigned the Department of Health and People's Committees of wards and communes to preside over and coordinate with relevant agencies to strengthen the management of beauty care service activities. The focus is on building management regulations by type; reviewing, statistically classifying licensed and unlicensed establishments; publicizing the list of establishments that meet and do not meet the conditions for practicing for people to supervise.

Along with that, functional agencies must develop periodic and unscheduled inspection plans and publicize the results; strengthen post-inspection, closely monitor licensed establishments, and request periodic reporting of operations. The province also requests to supplement resources for inspection, strictly handle violations, and propose to improve legal regulations to increase deterrence, and at the same time promote propaganda and dissemination of laws on beauty and beauty services.
