According to the announcement of Tu Ky Commune People's Committee, at around 6:30 p.m. on October 27, while exercising in the area in front of Tu Ky Health Station No. 1, Ms. Vu Thi D (born in 1982, residing in An Nhan Dong village, Tu Ky commune) was asked by a woman to carry her child and the woman then left. The baby left behind is female, 5 days old, weighs 3.5 kg, and is wrapped in a light red scarf. The child was left with 5 sets of newborn clothes, 2 bottles of milk, a black cloth bag and a handwritten piece of paper with the content: "My child was born on October 22 of the lunar calendar. Due to my financial difficulties, I cannot raise children, I hope that you can pick up the adopted child to help my child. I thank you. I apologize to you many times, my love".

Because the biological parents of the baby have not been identified, the Commune People's Committee has directed specialized departments to make a temporary record and assign Ms. Vu Thi D to raise the baby. At the same time, notify to find the biological father and mother of the baby to complete the procedures to receive the child, no later than November 5. After the above deadline, if no one comes to claim the child, the People's Committee of Tu Ky commune will carry out birth registration procedures and other related procedures for the child according to the provisions of current law.
