On July 18, Ms. N.T. N. H. (22 years old, residing in Nghi Son ward, Thanh Hoa province) said that after many days of hospitalization, her son, baby L.T.G. B (born in October 2023), is still in a coma and is being treated at the National Children's Hospital.
According to Ms. H, because her son is slow to speak, from June 22, the family sent him to an intervention facility organized by Ms. Han Thi H in Hai Binh ward, Thanh Hoa province for support.
On July 10, when picking up her child, Ms. H discovered a bruise in the right side of the baby's ribs. The child showed signs of lethargy, cyanosis, and shortness of breath, so the family immediately took him to the emergency room.
After being given first aid at a nearby medical facility, the baby was transferred to Thanh Hoa Children's Hospital.
According to information provided by the family, at the hospital, doctors diagnosed the child with pancreatic collapse, duodenal collapse, rib fracture, internal bleeding, respiratory failure, circulatory failure and many other injuries.
Due to the critical condition, the child continued to be transferred to the National Children's Hospital for treatment.
Suspecting her son of being abused, Ms. H sent a petition to the police agency and local authorities, requesting verification and clarification of the incident.
The family also requested to review the images from the security camera at the classroom. However, according to Ms. H, the information establishment of the camera system on the day of the incident encountered problems, so it could not extract data.
Ms. H said that when working with representatives of the facility, a teacher informed that during class she heard baby B crying. When the teacher ran over, a 13-year-old student was standing next to baby B, but it was not determined whether this student had an impact on the child or not.
According to the family, baby B's class has about 15 students, aged 3 to 13.
Mr. Nguyen Minh Tan - Vice Chairman of Hai Binh Ward People's Committee, Thanh Hoa province - said that after receiving information, the locality established an inspection and verification team.
Through initial inspection, functional agencies determined that the facility was organized by Ms. Han Thi H to take care of, intervene and guide children from 2024.
At the time of inspection, Ms. H could not present a decision to establish, operating license, registration certificate or legal documents related to the organization and operation of the intervention facility.
The cause of the child's injury and related issues are being verified and clarified by the police agency.
Hai Binh Ward People's Committee has also requested the Thanh Hoa Department of Education and Training to assign a professional department to inspect the operating conditions of the facility, and at the same time guide the handling of violations if any.
