The People's Committee of Ben Tre province has just issued a Decision regulating traffic conditions for fire fighting vehicles to perform their duties in areas with multi-storey houses and many apartments of individuals in the area.
According to this Decision, traffic conditions are regulated to ensure that fire fighting vehicles can access housing projects with 2 floors or more and a scale of less than 20 apartments, in which each floor has a design and construction of apartments for rent in Ben Tre province.
The contents related to traffic conditions for fire fighting vehicles to access housing projects with 2 floors or more and a scale of less than 20 apartments (each floor has a design and construction of apartments for rent) that have not been specified in this Decision shall comply with the provisions of Section 6.2 of the National Technical Regulation on fire safety for houses and works QCVN 06:2022/BXD, issued under Circular No. 06/2022/TT-BXD of the Minister of Construction, and Section 6 of Amendment 1:2003 QCVN 06:2022/BXD, issued under Circular 09/2023/TT-BXD dated October 16, 2023 of the Minister of Construction.
"The road for fire fighting must meet the conditions for fire fighting vehicles to circulate smoothly and safely and must access housing locations," the Decision of the People's Committee of Ben Tre province clearly stated.
The traffic route for fire fighting must meet the following requirements: The width of the waterway surface must not be less than 3.5m; The waterway clearance height must not be less than 4.50m and must be ventilated at all times as required in Section 6.2.7 QCVN 06:2022/BXD; The median strip of the curved road located at least 15m along the road (according to Table 1, Point 2.2, QCVN 07-4:2023/BXD and Table 18, Section 11.3, National Standard TCVN 13592:2022 on Urban roads - Design Requirements); The windshield at the intersection must ensure a minimum wind speed of 10m and a minimum curb radius of 30m; The traffic route for fire fighting must ensure the relevant requirements according to Section 6.2 and Section 6.5:2022/BXD; The fire protection and fire fighting equipment must be of the fire protection and rescue force of the police.
The People's Committee of Ben Tre province assigned the Department of Construction to preside over and coordinate with the guidance of People's Committees at all levels in the work of granting construction permits, ensuring compliance with this Decision. At the same time, promptly review and resolve arising and problematic issues (if any). In case, exceeding the authority to advise and propose, report to the Provincial People's Committee for consideration and resolution according to regulations.
The People's Committee of Ben Tre province also requires People's Committees at all levels when granting construction permits to individuals with land use rights as prescribed in Clause 3, Article 54 of the Housing Law No. 27/2023/QH15, to build houses with 2 floors or more and with a scale of less than 20 apartments, each house has a design and construction of an apartment for rent, must comply with the provisions of law on planning, construction of a house, fire prevention and fighting and according to the provisions of this Decision. At the same time, strengthen inspection and examination work to detect and strictly handle violations of construction order, fire prevention and fighting by relevant organizations and individuals.
