Phung Khoang Lake Park (located in Nam Liem and Thanh Xuan districts, Hanoi) is 11.8 hectares wide, started construction in 2016 and is part of the Phung Khoang New Urban Area Project.
The original plan was for the park to be put into use in 2017, but seven years have passed and the project is still not completed.
People in this area have been waiting for many years for the day the "green lung" will be completed, providing residents with a resting and entertainment area that combines outdoor sports activities to improve their health.
However, it is noted that some items in the park have been completed but have not been put into operation and maintained, so there are signs of deterioration and slovenliness, making many people feel regretful.
"People's need for entertainment, recreation, and sports is increasing while Phung Khoang Lake Park has not been completed for many years, causing a waste of land resources. I hope the government will soon have a definitive solution to complete the project soon" - Ms. Le Thi Hoa (Nhan Chinh ward, Thanh Xuan) said.
According to the leader of the Hanoi Department of Construction, up to now, 15 items in the park have been completed, 8 items are under construction and 6 items have not been done (basketball court, children's playground, entrance gate, multi-purpose auxiliary house, souvenir service).
The main problem is that there are still about 10,000m2 of land that have not been cleared due to difficulties in determining the origin of the land, and the investor and the government have not been resolute.
The investor representative (a joint venture of Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company) explained that the investment decision had to be adjusted due to policy changes.
At the conference announcing the decision to establish the city's Steering Committee on implementing waste prevention measures yesterday (November 20), Chairman of the Hanoi People's Committee Tran Sy Thanh requested that by December 15 at the latest, Nam Tu Liem and Thanh Xuan districts must hand over the site to complete the construction of Phung Khoang Lake Park.
"The park must be completed and open to the public on the occasion of the Lunar New Year 2025. Nam Tu Liem District is considering organizing fireworks displays on the night of the 30th of Tet in the park so that people can enjoy it," said the Chairman of the Hanoi People's Committee.
