The signing ceremony was held in Hanoi under the witness of Russian Minister of Health Mikhail Albertovich Murashko, Mr. Bezdetko Gennady Stepanovich - Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam and Party Central Committee member, Minister of Health of Vietnam Dao Hong Lan.
The event marked the realization of a cooperation agreement signed in May 2025 in the Russian Federation between Vietnam vaccines Joint Stock Company (VNVC), Tam Anh General Hospital System and Russia Direct Investment Fund (RDIF), within the framework of the visit and working session of General Secretary To Lam at the invitation of Russian President Vladimir Putin. The agreement is of special significance in the context of cancer being a global health burden and in Vietnam.
At the signing ceremony, Mr. Andrey Kaprin - General Director of the National Center for medicine and pharmacy - Hertsen Institute of the Russian Federation - exchanged cooperation documents with Mr. Ngo Chi Dung - Chairman of the Board of Directors of Tam Anh General Hospital System and Tam Anh Research Institute (TAMRI).
According to the minutes, the two sides will cooperate in three main areas including exchanging experiences in cancer prevention, diagnosis and treatment; organizing scientific conferences; implementing in-depth research on surgery, radiotherapy, chemotherapy and modern treatments. In particular, the cooperation focuses on comprehensive transfer of core technologies, including important inventions in drugs, vaccines, cancer diagnosis and treatment techniques from the Russian Federation.
Speaking at the ceremony, the Russian Minister of Health emphasized that the Russian health system is recognized by WHO as a leading developed group in the world, especially in the field of cancer treatment, organ transplantation and high-tech medicine.
This cooperation event is an important step forward, realizing high-level commitments, aiming to improve the quality of people's health care, he said.

Vietnamese Minister of Health Dao Hong Lan affirmed that the agreement is not only symbolic but also opens up opportunities for substantial cooperation in high-quality medical examination and treatment, research and application of advanced techniques. Minister Dao Hong Lan said that the Ministry of Health will closely coordinate with Tam Anh Hospital to develop an implementation plan, quickly put the agreement into practice, bringing practical benefits to the people.
Within the framework of the event, VNVC Vaccin and Biological Factory also signed an agreement with Russia's Medsintez Pharmaceutical Company on technology transfer, training and production of new-generation vaccines and biological drugs, to enhance Vietnam's autonomy in healthcare supply.
