Ho Chi Minh City Party Secretary Tran Luu Quang emphasized: Ho Chi Minh City personnel will have changes, adjustments, and consideration of some positions. The city will calculate the time. I pledge not to accept any pressure, everything will follow the four principles stated".
Referring to the activities of commune and ward-level government, Mr. Tran Luu Quang said that key leaders of 168 wards, communes and towns play a decisive role in the success or failure of the city's development. Therefore, it is necessary to convey complete, substantial and honest information to the team.
Mr. Tran Luu Quang requested specific guidance on expertise, profession, and even "handshake in directing".
In the immediate future, the city needs to immediately organize a working group to manage land, compensation, site clearance and a working group to manage construction order. "If it is not managed well, the future of Ho Chi Minh City will be very unpredictable" - Mr. Tran Luu Quang warned.
The Secretary of the Ho Chi Minh City Party Committee also emphasized that he requested members of the Standing Committee and the Ho Chi Minh City Party Committee to closely follow the grassroots and have channels to promptly receive problems from the locality. Mr. Tran Luu Quang suggested building an application or digital channel to receive feedback, but avoiding the situation of "leaving it out and no one using it".
At the same time, Mr. Tran Luu Quang requested to rearrange the headquarters and surplus public land to avoid waste, while considering this an important resource for development, focusing on essential areas such as education, healthcare and public works.
Regarding the economy, the Secretary of the City Party Committee said that Ho Chi Minh City still maintains a growth target of over 10% this year, despite two major "bottlenecks": disbursement of public investment capital and creating an open and transparent investment environment. Mr. Tran Luu Quang affirmed that the city must reorganize the implementation apparatus, ensuring that there is no gap in responsibilities and mechanisms.
"This is not the role of the City Party Secretary, but tomorrow I will participate in solving the issue of disbursement and site clearance at the Standing Committee of the Ho Chi Minh City People's Committee, to ensure the best progress" - Mr. Tran Luu Quang said.
According to Mr. Tran Luu Quang, in the past, the special mechanism has helped Ho Chi Minh City remove 266/838 projects. However, there are still many Central guidelines that have not been sent to the ward and commune levels, causing confusion in implementation. He suggested stronger decentralization and timely guidance for grassroots levels to understand and do the right thing.
Agreeing with the delegates' opinion on the situation of cadres in Ho Chi Minh City "both redundant and lacking", Mr. Tran Luu Quang said that the surplus is due to mechanical gathering, while there is a shortage of real workers. Therefore, it is necessary to strengthen professional guidance, clearly delegate authority and establish a special task force to the grassroots to support.
Finally, Mr. Tran Luu Quang emphasized that it is necessary to speed up the arrangement of public land and carefully prepare the draft amendment to Resolution 98 to submit to the National Assembly in time for the upcoming session, making the most of the time to implement the special mechanism.
