On May 13, information from the People's Committee of Hung Nguyen district (Nghe An) confirmed that a commune-level civil servant in the area had just been forced to quit his job for using a fake degree.
Accordingly, on January 22, 2025, the Chairman of Hung Nguyen District People's Committee signed Decision No. 98 on disciplining Mr. Hoang Kim Dung (born on December 11, 1986) - a civil servant who is Commander of the Military Command of Hung Yen Nam Commune - in the form of forced resignation for the act of "using an illegal degree to be recruited as a commune-level civil servant".
According to this decision, Mr. Dung used an illegal degree during the entrance exam, seriously violating the provisions of the law on civil servants. The disciplinary action will be applied from the date of signing.
However, exactly 2 months later, on March 25, 2025, the People's Committee of Hung Yen Nam commune submitted Document No. 60 to the District People's Committee, proposing to replace the commune forestry officer, in which Mr. Hoang Kim Dung was nominated to take on this position, replacing Mr. Phan Bui Nhi who resigned for health reasons.
On April 1, 2025, Hung Nguyen Forest Protection Department issued Decision No. 47 on recognizing Mr. Hoang Kim Dung as a forestry officer of Hung Yen Nam commune, receiving an allowance of 0.5 of the basic salary from the state budget.
The incident has caused local public opinion to question the responsibility for managing cadres, as well as the appointment of cadres after that person has just been disciplined and forced to quit his job. Because using fake degrees is an act that not only affects the reputation of a state agency but also damages public service discipline.
Public opinion is waiting for official opinions from the People's Committee of Hung Nguyen district and competent authorities to clarify the appointment process and related personal and collective responsibilities.
