Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 62/CD-TTg on the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system.
According to the content of the electricity, in the coming time, in order to continue implementing promptly, synchronously and effectively, the arrangement, streamlining the apparatus, implementing the regimes and policies of cadres and the Prime Minister requested to focus on thoroughly and organize the serious, drastic and effective implementation of resolutions and conclusions of the Party, National Assembly, Decree and Resolutions of the Government.
Proactively and promptly arrange funding (including regular spending savings - if any) to ensure the payment of policies and regimes to cadres, civil servants, public employees, workers, and armed forces in accordance with regulations.
After using the funding sources according to regulations, in case of shortage, promptly submit a report to the Ministry of Finance for synthesis and reporting to the competent authority for consideration and supplementation of implementation costs.
The Ministry of Home Affairs regularly grasps the actual situation, synthesizes difficulties, problems, recommendations, reflections (if any) of ministries, branches and localities, promptly guides, handles according to authority or reports to competent authorities for consideration, handling, ensuring effective implementation, on schedule and in accordance with the goals and requirements for restructuring and streamlining the apparatus.
The Ministry of Finance is responsible for balancing the state budget sources in full, reporting to competent authorities to supplement the state budget estimates for 2025, as a basis for allocating funds for ministries, branches and localities to implement.
At the same time, strive to increase state budget revenue in 2025 by more than 15% of the estimate in accordance with the Government's requirements.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the Ministry of Finance in allocating funding sources to implement policies and regimes prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
