Mr. Nguyen Van Khuyen - Party Cell Secretary of Ha village, A Sao commune, Hung Yen province - is one of the typical grassroots officials recognized for his specific and sustainable leadership achievements from village practice.
Attached to the village from specific tasks
Born in 1960, attached to grassroots work for many years, Mr. Nguyen Van Khuyen is mentioned by local people as a Party official close to the people, saying and doing. For him, being a Party cell secretary is not a big slogan, but starting from exemplary, frankness and specific actions, close to people's lives.
Standing on the newly expanded traffic road in Ha village, seeing people travel more conveniently every day, Mr. Khuyen said slowly but decisively: "In the village, everything directly touches the rights and feelings of the people. If we are not frank and not fair, it is very difficult to do it." That way of thinking has followed him throughout the leadership of the Party cell.
In his position as Secretary of the Party cell, Mr. Khuyen and the Party Committee focused on leading and directing the comprehensive implementation of political tasks in the locality, from economic development, building a cultural life, maintaining security and order to Party building work. He especially valued the coordination between the Party cell and the government and mass organizations in the village, because according to him, "with consensus, no matter how difficult it is, it can be done".
A clear mark in Mr. Nguyen Van Khuyen's leadership process is the movement to donate land and assets on land to expand traffic roads in residential areas and field roads. This is a difficult task, because it is directly related to the rights of each household. However, by persistently working, skillful mass mobilization and the exemplary role of officials and party members, the movement has received widespread response from the people of Ha village.
According to statistics, the whole village has 243 households voluntarily donating 1,065 m2 of residential land, mixed garden land; 17,375 m2 of agricultural land; 180 households donating assets on land such as fences, gates, houses and auxiliary works. Notably, 28 party members in the party cell are all pioneers, doing first, creating spread in the community.
In the process of mobilizing people to donate land to build inter-field roads, one household was still hesitant and could not donate land due to their own conditions. Instead of putting pressure or creating comparison, Mr. Khuyen proactively gave 180m2 of his family's rice field for this household to use and complete the land donation for road construction. That soft but decisive handling has resolved the obstacles and maintained the consensus in the village.
Recalling the time of mobilizing people to donate land, Mr. Khuyen shared: "There are households that have to dismantle both gates and fences, everyone feels sorry. I am the Secretary, if I don't do it first, I can't tell the people. If the Party members do it first, the people will believe.
Building strong Party cells from Party lifestyle
In parallel with leading movements in the locality, Mr. Nguyen Van Khuyen always considers Party building work as a key task. According to him, if the Party cell is strong, the movement will be sustainable, and for the Party cell to be strong, Party activities must be substantive, avoiding formality.
In his position as Secretary of Ha village Party cell, he strictly maintains the regime of periodic activities and thematic activities in accordance with regulations. The content of activities is carefully prepared, closely following political tasks and issues arising from village practices. In activities, he encourages party members to frankly exchange, self-criticize and criticize in the spirit of building and maintaining solidarity and unity in the Party cell.
Thanks to a methodical approach, Ha village party cell has been evaluated as excellently completing tasks for many consecutive years. In 2024 and 2025, the party cell both achieved the title of excellently completing tasks; 100% of party members completed tasks well and excellently, and no party members violated discipline. Mr. Nguyen Van Khuyen personally and the party cell collective have been praised and rewarded by levels many times.

In the village, we only think about how to make the common work better, and the people more consensual. Being recognized by the Central Government is a great honor, not only for me personally but also for the Party cell and people of Ha village" - he said.
