According to Decree 33/2023/ND-CP on non-professional workers in villages, the Party Cell Secretary is one of three positions of non-professional workers in villages or residential groups along with the village chief or residential group leader, Head of the Front Working Committee.
Each village or residential group has no more than 3 of the above positions. The above group will receive a monthly allowance according to the allowance contract level that the Provincial People's Committee will submit to the People's Council at the same level for consideration and decision.
At the same time, the Decree also clearly states and encourages Party cell secretaries to concurrently hold additional positions as village heads or heads of residential groups or heads of the Village Front Working Committee, residential groups.
In addition, the Party cell secretary at the village and residential group level is not only allowed to concurrently hold the remaining positions of the village and residential group but also concurrently holds the position of person directly participating in activities in the village and residential group.
Regarding the allowance level, if a non-professional worker in a village or residential group concurrently performs the duties of another non-professional worker in a village or residential group, he/she will receive a concurrent allowance equal to 100% of the allowance for the concurrent position.
If the Party cell secretary concurrently holds the position of village chief, he/she will receive a concurrent allowance equal to 100% of the allowance of the village chief position.
The allowance coefficient for each position will be submitted by the Provincial People's Committee to the Provincial People's Council based on the following criteria: The allowance fund allocated by the central budget for each village and residential group; the budget budget used to spend on salary reform of that locality; the characteristics of each village and residential group.
In which, the allowance for part-time workers is based on the basic salary. This allowance level only applies to no more than 3 positions including Party cell secretary, village chief or head of residential group group, Head of the Front Working Committee.
Currently, the basic salary is still kept at the current level of 2.34 million VND/month, according to Decree 73/2024/ND-CP.
The expected allowance contract for part-time workers in 2025 is as follows:
For villages with 350 or more households; residential groups with 500 or more households; villages and residential groups under key commune-level administrative units with complex security and order issues according to the decision of competent authorities; villages and residential groups under commune-level administrative units in border and island areas are allocated a fixed fund equal to 6.0 times the basic salary, equivalent to 14,040,000 VND/month.
The villages and residential groups are not included in the above allowance fund, equal to 4.5 times the basic salary, equivalent to 10,530,000 VND/month.
Concurrently holding the duties of other non-professional workers at the commune level are entitled to 100% of the allowance for the concurrent position.
