Ho Chi Minh City Party Secretary Tran Luu Quang was assigned to be the Head of the Steering Committee.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc holds the position of Deputy Head of the Standing Committee. The two Deputy Heads of the Committee include Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh.
The Steering Committee has 10 members who are leaders of key departments, branches and sectors of the City such as the Office of the City Party Committee, Department of Construction, Department of Planning and Architecture, Department of Agriculture - Environment, Department of Finance, Department of Science - Technology, Ho Chi Minh City Urban Railway Management Board...

The Steering Committee has the function of directing all tasks to synchronously develop the railway system in Ho Chi Minh City, including:
Organize the implementation of the conclusions of the Central Government and Ho Chi Minh City on the development of the railway network.
Review and propose specific mechanisms and policies to accelerate the development of the railway network in practice.
Direct the adjustment of related planning, develop investment programs and plans and mobilize capital for railway projects.
Monitor and urge compensation, support and resettlement for national and local railway projects, including the North-South high-speed route, the Ho Chi Minh City - Can Tho route and TOD projects.
Contributing ideas to develop the railway industry, receive and transfer technology.
Direct the development of a human resource training program to serve investment, operation and maintenance of the railway system.
give opinions, remove obstacles, promote the progress of key projects; at the same time, propose solutions to protect cadres who are "daring to think, daring to do" during the project implementation process.
The Steering Committee also has the task of reviewing and proposing mechanisms to protect and encourage cadres, civil servants, and workers to be dynamic, creative, dare to think, dare to do, dare to take responsibility for the common good.
After the merger, the national railway network in the Ho Chi Minh City hub area includes 7 routes with a total length of 547 km.
The urban railway network of Ho Chi Minh City consists of 27 routes, 1,024 km long. The city aims to complete about 232 km by 2030, with a total preliminary investment of 19.67 billion USD.
In the period of 2025 - 2030, Ho Chi Minh City prioritizes the completion of 6 urban railway lines, including: Metro Line 2 (Ben Thanh - Tham Luong section); Metro Line 2 (Ben Thanh - Thu Thiem section); Thu Thiem - Long Thanh line; Binh Duong - Suoi Tien new city line; Thu Dau Mot - Ho Chi Minh City line; Metro Line 6 (Tan Son Nhat - Phu Huu); Ben Thanh - Can Gio metro line.
According to the plan, Metro Line 2 (Ben Thanh - Tham Luong) will start construction on January 15, 2026.
The Ben Thanh - Can Gio metro line is expected to start construction at the end of this year.
