Development potential from key metro stations
According to Decision No. 3651/QD-UBND dated June 19, 2026 of the Ho Chi Minh City People's Committee on approving the boundary for planning TOD areas around stations of Metro Line No. 2, Tan Son Nhat ward has about 145ha located within the planning boundary around Pham Van Hai station and Bay Hien station; accounting for about 45.2% of the natural area of the ward.
Mr. Doan Van Du - Chairman of Tan Son Nhat Ward People's Committee - emphasized that the largest development potential of the ward in the coming time is the urban model oriented towards public transport (TOD).
TOD is not a story of a distant future but a very specific development space and accounts for a large proportion in the area. What the ward government needs to do is to proactively prepare well to turn this space into real value for people and the business community. When the infrastructure around the stations is planned and invested synchronously, urban space will open up many new opportunities for trade, services and urban economic models.
To achieve that goal, the key task of the ward in the coming time is to fully prepare data, planning, infrastructure, urban order and administrative procedures. At the same time, the locality will regularly listen to businesses and business households to promptly propose solutions to remove difficulties.
Mr. Du expects that when the new mechanisms of the Urban Development Law are implemented along with the TOD development process in the area, Tan Son Nhat ward will not only manage the existing area well, but also create more space for businesses and business households to develop.

The urban space transformation has also received great consensus and expectations from the community. Mr. Nguyen Van Hai (42 years old, business owner in Tan Son Nhat ward) shared that connecting synchronous infrastructure around major stations will bring stable passenger movement, help shops trade more conveniently and open up more job opportunities and new services.
Assessing the local potential, Mr. Tran Thai Son - Vice Chairman of the Tan Son Nhat Ward Business Association - said that the advantage lies within the TOD planning boundary around the two metro stations, helping businesses to anticipate the number of passengers moving through the Tan Son Nhat airport area. The Business Association will continue to closely accompany the local government to support members to promptly access and effectively exploit this development potential.
Dynamic axis breakthrough in 100-year planning
Talking to Lao Dong Newspaper, Dr. Pham Viet Thuan - Director of the Institute of Economics, Natural Resources and Environment of Ho Chi Minh City - said that the implementation of the urban development model in the direction of public transport (TOD) in Ho Chi Minh City helps closely link urban space planning with the urban railway system. This is considered a key solution in the 100-year plan to create concentrated growth poles, replacing the traditional spreading and spreading development style.
According to Dr. Pham Viet Thuan, TOD brings a breakthrough when shaping the city into multi-center compact urban clusters along key public transport routes, instead of continuing to develop in a "oil stain" style that causes infrastructure overload. This model optimizes land fund exploitation by increasing land use coefficient (FAR), concentrating high-rise buildings, commercial areas and houses combined with offices around metro stations, especially within a walking radius of 500m - 1,000m. Through this, the city can create large financial resources from land auction activities around the stations.
In addition, TOD creates an attractive investment environment to attract large corporations to participate in developing infrastructure, commercial real estate and financial services in the form of public-private partnerships (PPP) associated with public transport.
