On June 24, the Hanoi People's Council delegation - Election unit No. 2 met with voters of Hoan Kiem district before the June thematic session and the regular session in mid-2025.
Mr. Vu Dang Dinh, Secretary of the Hoan Kiem District Party Committee, said that voters proposed handling the situation of villa No. 12 Nguyen Che Nghia being abandoned for many years, causing waste and posing a potential risk of insecurity. Some voters proposed to assign Hang Bai ward to manage it as a community activity site.
Hoan Kiem District has proposed that the city consider arranging this villa as the headquarters of the new Cua Nam Ward People's Committee.
Previously, the headquarters of the Cua Nam Ward Party Committee was arranged at 21 Ba Trieu, this is the headquarters of the Hoan Kiem District Party Committee. However, the People's Committee of Cua Nam Ward currently does not have a suitable location to fully arrange specialized departments.
According to the administrative unit arrangement plan, Hanoi will reduce from 526 communes, wards and towns to 126.
Hoan Kiem district has now reduced from 18 wards to 2: Hoan Kiem ward (expected to be headquartered at the current District People's Committee) and Cua Nam ward. Some wards outside the Red River dike will be merged with wards in 4 other districts to establish Hong Ha ward.
The Department of Finance said that after the arrangement, the city will arrange 232 houses and land to be headquarters for 126 communes and wards, according to the principle of "one concentrated headquarters" or "two scattered headquarters" depending on specific conditions. The arrangement must meet the requirements of location, scale and working conditions.
According to the plan, after June 20, the city or the authorized Department of Finance will announce a list of new headquarters locations for people and organizations to understand and serve the settlement of administrative procedures from July 1. However, this information has not been published yet.
Located in the "golden land" of Hoan Kiem district, villa 12 Nguyen Che Nghia has an area of about 410m2. This villa was rented by former Chairman of Hanoi People's Committee Hoang Van Nghien from 2002 to 2014. For many years, the project has not been used and has deteriorated.
More than 2 months ago, the Hanoi Department of Construction proposed to arrange this villa for the Institute of Literature - under the Vietnam Academy of Social Sciences - for temporary use during the city's implementation of the space renovation project in the East of Hoan Kiem Lake.
